<br />73-356 - The following letter f, eceived from Director of Planning, was read:

<br /> "At its regular monthly meeting on 7 August 1973, the City Planning Commission re-
<br />viewed the two following requests for disposal of city property. The Commission resolved
<br />to recommend approval of these two requests and declared the property surplus.
<br />

<br />73-357 The following letter for the School Board, was read:
<br />
<br /> "A~ a special meeting on July 19, 1973, the School Board of the City of Portsmouth
<br />adopted unanimously the following resolution:
<br />
<br />'BE IT RESOLVED that the S~hool Board of the City Portsmouth request authorization
<br />from City Council to apply for, receive, and expend fund from State, Federal and
<br />other agencies not presently budgeted in the 1973-74 School Budget.' "
<br />
<br /> Motion of Mr. Johnson and seconded by Mr. Smith, that the requ~at}be ~ran~e~as
<br />adopted by the following vote:

<br /> Amendment to the motion by Mr. Early and seconded by Mr, Smith, that the matter
<br />be referred to the City Manager and minutes of a meeting last year be checked to determine
<br />exactly what was requested and follow same procedure as to the present resolution, was
<br />adopted by unanimous vote.

<br /> 73-358 - The following resolution.was presented, and on motion of Mr. Johnson and
<br />seconded by Mr. Smith, was adopted by the following vote:

<br />"A RESOLUTION REAFFIRMING AND READOPTING PROPOSED CHANGES TO THE CHARTER
<br />OF THE CITY OF PORTSMOUTH, 1970 AS REQUIRED BY CHAPTER 3S1 OF THE ACTS OF
<br />THE GENERAL ASSEMBLY OF VIRGINIA, 1973.
<br />
<br /> WHEREAS; by resolution duly adopted on December 19, 1972, the council of the
<br />city of Portsmouth, Virginia, did forward to the General Assembly of Virginia, proposed
<br />changes in the Charter of the City of Portsmouth, Virginia, 1970, pursuant to and in accord
<br />ance with Sections 15.t-855 and 1S.1-912 of the Code of Virginia, 1950, as'amended; and
<br />
<br /> WHBRBAS; such proposed changes to sections 3.01, 3.02, 3.03, $.05, 3.06 and 3.08
<br />of the Charter of the City of Portsmouth, 1970, contained, among other things, provisions
<br />for the election of the mayor from the city at. large; and
<br />
<br /> WHBKEAS; although the General Assembly of Virginia passed such proposed changes,
<br />they saw fit to append thereto the following requirement which is reflected in clause
<br />2 of chapter 351 of the Acts of Assembly, 1975:
