September 11, 1973 <br /> <br /> At a regular meeting of the City Council, held on September 11, 1973, there were <br />present: <br /> <br />Jack P. Barnes, E. Saunders Early, Jr., James W. Holley, Isaac W. King, <br />Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., City Manager, <br />W. J. O'Brien, Jr., City Attorney. <br /> <br />Absent: Burrell R. Johnson <br /> <br />Prayer was offered by Councilman King. <br /> <br /> Motion of Mr. Smith and seconded by Mr. King~ minutes of August 28, 1973, to be <br />approved as received, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The £ollowing reports from the City Manager were read: <br /> <br /> 73-379 "I submit the attached ordinance and recommend it be placed on first reading. <br />This closes a portion of Middle Street between Wavy Street and the Crawford Connector. <br /> <br /> The closing has been requested by the Portsmouth Redevelopment and Housing Authority <br />in conjunction with the Crawford Urban Renewal Project. It has been approved by the <br />Planning Commission and a report of the viewers is attached hereto."' <br /> <br /> On motion of Mr. Smith and seconded by Mr. Early, the following o~dinance was approved <br />on first reading, and by the following vote: <br /> <br />'AN ORDINANCE CLOSING A PORTION OF MIDDLE STREET BETWEEN WAVY STREET AND <br />THE CRAWFORD CONNECTOR." <br /> <br />Ayes: Early, Holley, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-380 "I submit the attached ordinance and recommend it be placed on first reading. <br />This closes a portion of Market Street between Middle Street and Hawkins Street. <br /> <br /> The closing has <br />in conformity with <br />ing Commission and a <br /> <br />been requested by the Portsmouth Redevelopment and Housing Authority <br />the Crawford Urban Renewal Project. It has <br />been approved by the Planning Commission and a copy of the report of the viewers is attach. <br />ed hereto." <br /> <br /> On motion of Mr. Smithaand seconded by Mr. King, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANEE CLOSING A PORTION OF DOUGLAS AVENUE LOCATED SOUTH OF THE <br />SOUTHERN RIGHT OF WAY LINE OF COLUMBIA STREET (S-73-13).': <br /> <br />Ayes: Early, Holley, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-382 - "I submit the attached resolution and recommend its adoption. This amends <br />the Olde Towne Conservation Plan to redesignate the area bounded on the west by Water <br />Street from Public Greenbelt to Public Parking. This is an "L-shaped'' parcel bounded <br />bY the aforementioned right-of-way and Glasgow Street on %he north. <br /> <br /> The property designated for parking will be sold to the Parking Authority who will,~ <br />in turn, lease it to the Citizens Trust Bank for parking purposes. R-49, Ports- <br />mouth, Virginia, adopted by the Portsmouth Redevelopment and Housing Authority; and <br /> <br /> <br />
