<br /> At a Regular Meeting of the City Council on Tuesday, March 9, 1999,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman.
<br />
<br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on February 20, 1999, a Called Meeting on February 23, 1999, and a
<br />Regular meeting on February 23, 1999, and was adopted by unanimous vote.
<br />
<br />99-54 - Presentations:
<br />
<br />Reaffirmation of Portsmouth's endorsement of Portsmouth, England as our Sister
<br />City.
<br />
<br />Presentation of special lapel pins to newly appointed Boards and Commissions
<br />members.
<br />
<br />99-55 - Motion to appoint Victor H. Pennington as a Deputy City Clerk.
<br />
<br /> Motion by Mr. Benn, and second by Mr. Moody, to appoint Victor H. Pennington as
<br />a Deputy City Clerk, and was adopted by the following vote:
<br />
<br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley
<br />Nays: None

<br />- Public Hearing -
<br />
<br />99-56 Public Hearing on a rezoning, a use permit and a street closure:
<br />
<br />(a) Z-98-05
<br />
<br />NORTHSIDE NEIGHBORHOOD - Request of Joseph Preziotti, Jr.,
<br />consultant for John and Rhonda Johnson, for a rezoning from
<br />Historic Residential to Waterfront W-I-K (Conditional) at 1128
<br />Harrell Street.
<br />
<br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that Z-98-05 be approved on first reading,
<br />and was adopted by unanimous vote.
<br />
<br />(b) UP-98-09
<br />
<br />NORTHSIDE NEIGHBORHOOD - Request of Joseph Preziotti, Jr.,
<br />agent for John and Rhonda Johnson, for a use permit for a marina,
<br />restaurant, crab house and retail operation at 1128 Harrell Street.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur with the
<br />recommendation of the Planning Commission that UP-98-09 be approved on first
<br />reading, and was adopted by unanimous vote.
<br />
<br />(c) S-98-06
<br />
<br />NORTHSIDE NEIGHBORHOOD - Request of the Portsmouth
<br />Yacht Club, and John and Rhonda Johnson, for closure of the north
<br />end of Elm Avenue.
<br />
<br />1. Joseph Preziotti, 527 High Street, provided information on applications.
<br />
<br />2. Martha Ann Creecy, 312 Dinwiddie Street, requested Council use caution on the
<br />closure of the north end on Elm Avenue.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that S-98-06 be approved on first reading,
<br />and was adopted by unanimous vote.
