Dale Parker, P. O. Box 633, <br />Portsmouth, Virginia, was read: <br /> <br /> ' I would like an opportunity to address the City Council of Portsmouth on September <br />25, 1973 regarding the Oak Grove Cemetery. <br /> <br /> My family plot is there and I am a native of Portsmouth. This cemetery is the second <br />oldest in the City. It is also beautiful inside with nice trees and is well maintained. <br />Unfortunately there has been a lot of vandalism. I feel that the present brick and iron <br />fence should be removed and an eight foot high Cyclone type wire fence be installed so <br />that people may see inside. This should also reduce the destruction to monuments and <br />flowers." <br /> <br />Dr. Parker spoke. <br /> <br /> Motion of Mr. Early and seconded by Mr. King, the matter be referred to the City <br />Manager, was adopted by unanimous vote. <br /> <br /> 73-417 - The following request to speak from Mr. Simon P. Arrington, President, <br />Wilson Ward Civic League, was read: <br /> <br /> "The Wilson Ward Civic League request the City CouAcit of the City of Portsmouth, <br />Va. to hear a Committee from The Wilson Ward Civic League, in the next Council Meeting. <br />Mr. John D. Madison of 37 Radford Street will be the spokesman, relative to curbs and <br />gutters on the said streets in Douglas Park-Radford, Choate, and Calvin Streets." Mr. John D. Madison spoke. <br /> Motion of Mr. Holley and seconded by Mr. Smith, to be referred to the City Manager <br />to be included in the Curb and Gutter Program and advise the writer of the letter when <br />curbs and gutters on certain street in Douglas Park can be expected, was adopted by <br />unanimous vote. <br /> <br /> 73-418 - The following request to speak from Mr. George R. Walksr, 1749 Spratley <br />Street, was read: <br /> <br />"Subject: The Aganda of the 25 September, 1973, Portsmouth City Council Meeting. <br />Pursuant to Council Gag RB%e 2-24, it is requested that my name be place on the subjec~ <br />agenda to address the issue of the Gag Rules 2-1S.1 and 2-24 and to reconsider the pre- <br />sentation made to Council on 5 December, 1973." <br /> <br />Mr. Walker spoke, <br /> <br /> Motion of Mr. Smith and seconded by Mr. Holley, to be received as information, was <br />adopted by unanimous vote. (See Exhibit 72-513) <br /> <br /> 73-419 The following request to speak from Mr. Fred A. Bright, Jr., 141 Oregon <br />Avenue, was read: <br /> <br /> "Please place my name upon the agenda <br />I would like to address council concerning <br />certain landfills." <br /> <br />for the City Council <br />their recent action <br /> <br />meeting of September 25th. <br />taken in the closing of <br /> <br />Mr. Bright spoke. <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson, to be received as ~formation, was <br />adopted by unanimous vote. <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, to be referred to Recreation and <br />report back to Council, was adopted by unanimous vote. <br /> <br /> 73-420 Motion of Mr. Smith,and seconed by Mr. Johnson, that the Council meet in an <br />executive session prior to the next regularly scheduled Council meeting for the purpose of <br /> <br /> <br />
