- 157 November 12~ 1973 At a special called meeting of tke City Council, held on November 12, 1973, there were present: E. Saunders Early, Jr., James W. Holley, Burrell R. Johnson, Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., A. P; Johnson, Jr., City Manager, W. J. O~Brien, Jr., City Attorney. Absent: Jack P. Barnes The City Attorney presidings: The meeting was opened with prayer by Vice Mayor King. The following call for the meeting was read: 73-474 "You are requested to attend a special meeting of the Council to be held in the Council Chamber at 7:30 p.m., November 12, 1973. The purpose of such meeting shall be to consider the election of a mayor and, if necessary, the election of a vice- mayor." The following letter received from Mayor Jack P. Barnes was read: "I hereby offer my resignation as Mayor of the City of Portsmouth through you to the members of the City Council. I would appreciate your advising them that I hope they will be able to select a successor as soon as possible." Motion of Mr. Smith and seconded by Mr. Holley that the r~signation be accepted with regrets and proper resolution be drawn and to be spread upon the minutes, failed to be~ adopted by the following vote: Ayes: Holley, Johnson, Smith Nays: Early, King, Wentz Motion of Mr King and seconded by Mr. Early, to reject the resignation of Jack P. Barnes and invite him to come back and into the accepted position as Mayor. Substitute motion of Mr. until Mayor Barnes is present by the following vote: Johnson and seconded by Mr. Smith to postpone the matter and'we can continue to work aside are now doing, was adopte~ Ayes: Early, Holley, Johnson, King, Smtih, Wentz Nays: None Motion of Mr. Johnson and seconded by Mr. Smith, the meeting was adjourned at 8:35 APPROVED Vice Mayor City Clerk
