March 16. 1999 '539 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, March 16, 1999, there <br />were present: <br /> <br />Mayor James W. Holley Ill, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. <br />Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager <br />Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Wh iehurst, Sr: Opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley ca~led the meeting to order and welcomed all in attendance: <br /> <br />PUBLIC HEARING - <br /> <br />99-63 - Joint Public Hearing with the Portsmouth Redevelopment and Housing <br /> Authority to consider proposed Plan Amendments to Number 30 to the <br /> Crawford Conservation and Redevelopment Plan and Number 9 to the Park <br /> View Conservation and Redevelopment Plan and Number 2 to the Shea <br /> Terrace Conservation and Redevelopment Plan and Number 4 to the Twin <br /> Pines Conservation and Redevelopment Plan, and proposed changes or <br /> additions to existing plans, and the 2000 Action Plan. <br /> <br />The following members of the Portsmouth Redevelopment & Housing Authority were <br />present: <br /> <br />Ernest Hardee, Dorita Epps, Fred Fletcher, Diane Griffin, Lee King, Junius Williams <br /> <br />Danny Cruce, Executive Director <br /> <br />The following spoke in support of the Plan Amendments: <br /> <br />1. Martin Smith-Rodden, 1731 Barron Street <br />2. Dutch Andrews, 131 Jamestown Avenue <br />3. Nancy LaMartin, 212 Chesapeake Avenue <br />4. Nathan Thomas, 4116 Twin Pines Road <br />5. Bill Shalit, 622 High Street <br />6. Clyde Toler, 1029 Blair Street <br /> <br />7. Michael Diaz, 5162 George Washington Highway, spoke in opposition to <br /> acquisition of 1100 High Street. <br />8. Charles Goldman, 1608 Claremont Avenue, Norfolk, spoke in opposition to <br /> Amendment No. 30. <br />9. Elder Michael Porter, 807 Bowie Court, requested information pertaining to <br /> parking for Twine Memorial Holy Temple Church. <br /> 10.Donna Lewis, 100 Riverview Avenue, requested information on the process for <br /> acquiring property listed to be acquired by Portsmouth Redevelopment and <br /> Housing Authority. <br /> 11.Lewis Williams, 125 Grand Street, interested in grant and loan opportunities for <br /> private residents. <br /> <br />On motion, meeting adjourned at 5:58 p.m. <br /> <br />APPROVED- <br /> <br />Dr. James Wi Holley III ~.. <br />Mayor <br /> <br />Debra Y.
