Johnson, <br />City ManageF,~. <br /> <br />Absent: Raymond B. Smite <br /> <br />Gouncilman Smith entered the Council Chamber immediately after r~ll call. <br /> <br />Mayor Barnes extended a word of welcome ~o all visitors in attendance. <br /> <br />Prayer was offered by Vice Mayor King. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Johnson, minutes of the Public Hearing <br />meeting, Deeembe$ 3, 1973, and minutes of the regular meeting, December 4, 1973, to be <br />approved as received, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-502 - Mayor ~a~nes p~esented the following resolution to Mr. Harvey N. Johnson, <br />Jr., honoring the late Rev. Harvey N. Johnson, Sr.~ who served on the School Board for <br />se¥~',~a~s, and Citizens Advisory Committee for f~ve years: <br /> <br /> "~HEREAS, on the 6th day of December, 1973, death brought to a close the active <br />life of Reverend Harvey N. Johnson, Sr.; and <br /> <br /> WHEREAS, he served as a member of the Portsmouth School Board for seven years, <br />a member of the Citizens Advisory Committee for five years, being Chairman for three <br />years, and giving of his time and talents to both Committees in a dignified, faithful, <br />and in an Jar~partial manner; and <br /> <br /> WHEREAS, the stature he attained in the community 'Dy his exemplary life and monumenta <br />achievements was recognized during his lifetime; and <br /> <br /> WHEREAS, the community has suffered a great loss in the passing of Reverend Harvey <br />N. Johnson, Sr., and join with his family, friends, and associates in mourning his <br />death. <br /> <br /> THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the sympathy of thi~ body, acting for the citizens of this City, be and hereby <br />is extended to the family of *~= <br /> ~n~ late Reverend Harvey N. Johnson, Sr. <br /> <br /> BE IT FURTHER RESOLVED, that this resolution be <br />Council, and that a copy thereof be presented to his <br />recognition of Reverend Johnson's respected place in <br /> <br />spread upon the minutes of the <br />son, Harvey N. Johnson, Jr., in <br />this community." <br /> <br /> 73-503 - Mayor Barnes presented the "Key to the City" to Miss Lonnell Freeman, <br />Portsmouth's "Junior Miss of 1974". <br /> <br />73-504 - Public Hearing on Charter changes: <br /> <br />The following resolution was presented: (Civil Service Commission) <br /> <br />"A RESOLUTION REQUESTING THE GENERAL ASS~4BLY OF VIRGINIA TO AMEND THE CHARTER <br />OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Mr. George R. Walker spoke against the resolution. <br /> <br />Mr. Hugh Spivey, Captain, Fire Department, spoke in favor of resolution. <br /> <br />Motion of Mr. Smith and seconded by Mr. Johnson to adopt the resolution. <br /> <br /> Motion of Mr. King and seconded by Mr. Smith, to make amendments to the resolution, <br />was adopted by unanimous vote. <br /> <br />The following resolution was adopted as amended, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO ~MEND THE CHARTER <br />OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, Sections 15.1-835 and 15.1-912 of the Code of Virginia, 1950, as amended, <br />provide for the amendment of the City Charter upon the holRing of a public hearing <br />and the request of the City Council to the General Assembly; and <br /> <br /> WHERBAS, the City Council is of the opinion that certain amendments to the Charter <br />of the City of Portsmouth are necessary and desirable at this time and has held the <br />public hearing required by law to consider such amendments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Attorney is hereby directed to prepare and transmit to the General Assembly, <br />together with certified_copies of this resolution, drafts of bills amending the Charter <br />of the City of Portsmouth by amending Sections 11.O1, 11.O2, 11.10, 11.12, 11.13 and <br />11.15 thereoxf to read as follows: <br /> <br /> <br />
