S~nders Early, Jr., James W. Holley, Burrell R. Johnson, <br /> Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., H. M. Myers~ Jr., Assistant <br /> to the City Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br /> The meeting was opened with prayer by Mr. King. <br /> <br /> The following call for the meeting was read: <br /> <br /> "Please attend a special meeting of the City Council, in the Council Chamber, at <br />12:00 Noon, on Wednesday, January 30, 1974, to consider the following matters: <br /> <br /> 1. To receive a report from the Screening Committee regarding the position of <br /> a City Manager. <br /> <br /> 2. To consider the appointment of a City Manager. <br /> <br /> By order of the Mayor." <br /> <br /> Mr. E. Saunders Early, Jr., Chairman of Screening Committee, submitted a ~eport <br />regarding the position of a City Manager and requested that Council proceed to interview <br />applicants as submitted by the Screening Committee in conference. <br /> <br /> 74-39 - Appointment of City Manager <br /> <br /> Motion of Mr. King and seconded by Mr. Smith to appoint H. M. Myers, Jr. as City <br />Manager of the City of ~ortsmouth, Virginia, effective February i, 1974, in accordance <br />with Section 5.01 of th~ Charter of the City of Portsmouth, 1970, to serve as such at the <br />pleasure of the Council~. <br /> <br /> Motion of Mr. Johnson and seconded by Mr. ~arlz, to close nominations. <br /> <br /> ~r, and by the following vote: <br /> <br /> Smith, Wentz, Barnes <br /> <br />Mr. H.
