P. Johnson, <br />vote: <br /> <br />King and seconded by Mr. <br />Jr., former City Manager, <br /> <br />Johnson, the following <br />was adopted and by the <br /> <br />resolution <br />following <br /> <br /> "WHEREAS, Aubrey P. Johnson, Jr., after thirteen years of honorable and effective <br />service as Purchasing Agent, City Clerk and Auditor, became City Manager September <br />1, 19S8, which he served for fifteen and half years, and it being the longest tenure <br />of office as City Manager in the history of the City, decided to retire February 1, <br />1974; and <br /> I~EREAS, Mr. Johnson in his service as City Manager worked deligently for the <br />orderly growth and development of our City, a period when economic setbacks posed <br />increasing difficulties; and <br /> ~EREAS, the birth and development of a port facility came into being, extensive <br />school construction, urban renewal, sewers, curbs and gutters and many other Capital <br />Improvement Projects were completed, during his tenure, and the City's boundaries were <br />extended through two annexations, all of which Mr. Johnson supported enthusiastically. <br /> NOW, THEREFORE BE IT RESOLVED, kY the Council of the City of Portsmouth, Virginia, <br />that we recognize officially the distinguished and dedicated service rendered by Mr. <br />Johnson to his native City, and by means of this resolution call attention of our citizens <br />to the accomplishments of Mr. Johnson. _ <br /> BE IT FURTHER RESOLVED, that this resolution be made a part of the permanent records <br />of this City, and a copy be presented to Mr. Johnson, attesting to the appreciation <br />of this Council for his contribution during his years of honorable service.' <br />(Resolution presented to Mr. Johnson January 26, 1974) <br /> <br />Ayes: Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> Motion of Mr. Johnson and seconded by <br />City Manager, be issued a life-time pass to <br />adopted by unanimous vote. <br /> <br />Mr. Smith that Mr. A. P. Johnson, Jr., former <br />Sleepy Hole Park, including Golf Course, was <br /> <br /> 74-64 The following letter received from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on February 5, 1974, the Planning Commission con- <br />tinued research involving problems related to Route 164, the Western Freeway. <br /> <br /> The Commission feels that the Virginia Department of Highways iB to be commended on <br />its advance right-of-way program. The Commission feels that this program of the State <br />Highway Department would benefit through our early participation to the extent of trans- <br />ferring some surplus municipal property within the proposed right-of-way lines to the <br />Commonwealth. Based on past expermence, we could agree that such land would revert to <br />the City of Portsmouth,if the frseway construction project is cancelled or theRoute 164 <br />corridor altered. Moreover, we could agree that the Commonwealth would authorize re- <br />creational use of this land by the City 6f Portsmouth until such time as the land is trans <br />ferred to a highway construction contractor. <br /> <br /> Property in question is referred to as Site No. F-26 on page 68 of the Municipal <br />Plant Inventory under the title "Twin Pines Playground", where there appears this notation <br />'This playground will be eliminated due to the proposed Western Freeway right-of-way ac- <br />quisition.' The property was acquired from the City of Chesapeake in the course of the <br />1968 annexation. The portion falling within right-of-way lines for the Western Freeway <br />is shown on Sheets 7 and 8 of the Plan and Profile of Proposed State Highway 0164-125-102 <br />as approved by the Commissioner of Highways pursuant to a resolution of the Portsmouth tit~ <br />Council dated February 9, 1971. The Commission is assured that the State Highway Depart- <br />ment wout~ upon request furnish the City Manager with a metes and bounds description of <br />the land involved in this matter. The Oommission feels that the City of Portsmouth would <br />in setting an example assist in accelerating ~this advance right-of-way acquisition program <br /> <br /> Motion of Mr. Smith and seconded by Mr. King, to be referred to the City Attorney <br />and a report be submitted to Council, was adopted by unanimous vote. <br /> <br />74-65 The following letter received from Director of'Planning was read: <br /> <br /> "At its regular monthly meeting on February 5, 1974, the City Planning Commission <br />acted upon the following fo.ur street closure applications; in each case resolving to <br />recommend approval, subject only to retention of necessary utility or drainage aasements <br />and/or air rights as might apply in each individual case: <br /> <br /> S-74-1 Petition of Portsmouth Terminals, Inc., by Attorney William B. McCardell, <br />Jr., to close a portion of Page Street from the southern line of Caroline Avenue ~outh- <br />wardly to the southern line of Southern Avenue. This request is in line with Comprehensiv <br />Plan document CP-71-1B dealing with the Portsmouth Marine Terminal. The Commission called <br /> <br /> <br />
