Holley, Burrell R. Johnson, <br />Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., H. M. Myers, Jr., City <br />Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br />74-74 <br />The following call for the meeting ~vas read: <br /> <br /> "PleAse attend a special meeting of the City Council, in the Council Chamber, at <br />10:00 a.m., on Friday, February 22, 1974, to consider the appointment of-a City Manager." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, to go into the election of a City <br />Manager, was adopted by unanimous vote. <br /> <br /> MotiQn of Mr. King and seconded by Mr. Aarly, to appoint Phineas ~. Horton, Ill, as <br />City Manager of the City of Portsmouth, Virginia, effective 12:01 a.m., April 1, 1974, <br />in accordance with Section 5.01 of the Charter of the City of Portsmouth, 1970, to serve <br />as such at the pleasure of the Council, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, King, Wentz, Barnes <br />Nays: Johnson, Smith <br /> <br />Motion of Mr. Early and seconded by Mr. Johnson, the meeting adjourned at 10:20 a.m. <br /> <br />APPROVBD <br /> <br />City Clerk <br /> <br /> <br />
