<br /> WIIEREAS, the Council has, by its reselution of December 18, 1973, authorized the
<br />City Manager to advertise this property for sale upon certain terms and conditions; and

<br /> WHEREAS, the City Manager has caused the said property to be advertised in accordance

<br /> WHEREAS, Washington Heights Properties Corp. has submitted a bid in response to
<br />said advertisement; and

<br />Heights Properties Corp. complies fully with the terms of
<br />that the bid is the highest of all bids received and will

<br />the area; and for architectural and engineering fees incurred in the design of a proposed
