238 <br /> <br />March 12. 1974 <br /> <br />schools; and <br /> <br /> WHEREAS, the Council and the School Board concur in the necessity for establishing <br />procedures to accomplish this purpose; and <br /> <br /> WHEREAS, the Council and the School Board have agreed that the procedures <br />set forth hereinafter are appropriate and sufficient to govern the acquisition of <br />real property and the construction of new schools thereon. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council'o£ the' City of Portsmou'th, Virginia, <br />that the following procedure is hereby adopted and approved as the official school <br />construction procedure to be utilized by School Board and this Council in construction <br />of new schools: <br /> <br />SCHOOL CONSTRUCTION PROCEDURE <br /> <br />1. Proposed school be included in the City's Capital Improvement Budget. <br /> <br />2. Estimated cost of school shall include all architect fees, engineering fees, <br /> construction cost and furnishings. <br /> <br />3. School Board upon receipt of recommendation from Planning Commission selects <br /> site. <br /> <br />4. School Board by resolution requests City Council to appropriate funds for <br /> purchase .of site. <br /> <br />5. City purchases site and conveys to School Board with reversionary clause. <br /> <br />6. School Board by resolution requests City Council to appropriate funds to defray <br /> cost of architect and planning fees. <br /> <br />7. School Board interviews, selects, and commissions architect, with the City <br /> Bngineer serving as consultant to the Superintendent and City Manager. <br /> <br />8~ Sehaol Administration prepares educational specifications. <br /> <br />· 9. School Board reviews educational specifications. <br /> <br />10. Architect, in consultation with Superintendent and City Bngineer, prepares <br /> Preliminary drawings. <br /> <br />11. Superintendent approves preliminary drawings and forwards to State Department. <br /> <br />12. State Department analyzes, amends and approves preliminary drawings. <br /> <br />t$. Architect, in consultation with Superintendent and City Engineer, prepares <br /> working drawings. <br /> <br />14. Superintendent approves working drawings and forwards to State Department. <br /> <br />15. State Department analyzes, amends, and approves working drawings. <br /> <br />16. School Board, by resolut%pn., assures State Department of Education of adequate <br /> supervision of construction. <br /> <br />17. Architect advertises for bids. <br /> <br />18. Sdhool Board receives and reviews bids. Architect, Superintendent of Schools <br /> and City Engineer will serve as consultamZS; to the Board. <br /> <br />19. School Board, by resolution, requests City Council to appropriate funds <br /> for construction. <br /> <br />20. City Manager through consultation with Superintendent of Schools and City <br /> Engineer makes recommendation to City Council on total appropriation. <br /> Appropriation shall include architect fees, engineerin~ fees, construction <br /> costs, furnishings, off-site drainage, water and sewer main extensions, street <br /> improvements and normal contingencies. <br /> <br />21. School Board accepts ~r ~ejects bids. <br /> <br />22. Items not included in contingencies, ch~mg~_orders or items requiring additional <br /> appropriations will be submitted throug~:.~ City Manager~£or his review and <br /> recommendation to City Council for approval or disapproval. <br /> <br />25. School Board will hire inspector for the construction project Under the supervision <br /> of their Engineer in Charge of Buildings and Maintenance. School Inspector <br /> ~xamines, analyzes, and approves payment requests from the architect. Superintendent <br /> nd School Engineer for B~ildings and Maintenance conduct final inspection. <br /> School Board accepts building from architect and contractor when School Board <br /> Engine~r'states building is complete. <br /> <br />24. The City's Engineering Department will prepare specifications, receive bids, issue <br /> ceastruction contracts, and handle inspections for all off-site drainage, sewer, <br /> <br /> <br />
