March 23, 1999 - City Manager's Report - 99-70 - Adoption of a resolution requesting the Virginia Department of Transportation (VDOT) to modify the number of lane miles of City street in Portsmouth to account for streets added and/or deleted to the system in the last year. In order for the City to receive quarterly maintenance payment from VDOT, it is necessa .ry to submit a resolution, approved by City Council, with the additions/deletions of lane mileage for fiscal year 1998/99. Recommendation: Adoption of a resolution requesting the Virginia Department of Transportatior (VDOT) to modify the number of lane miles of City streets in Portsmouth to accounl for streets added and/or deleted to the system in the last year. Purpose and Need: In order for the City of Portsmouth to receive quarterly maintenance payments from VDOT, it is necessary to submit a resolution, approved by City Council, with the additions/deletions of lane mileage for fiscal year 1998/99. Fayette and Fifth Street changes were requested by PRHA and are located in PortCentre. Additionally, PRHA requested closure of Crabapple and Ponderosa Streets for reconstruction purposes. The Queen Street closing was due to the construction of the new I. C. Norcom High School. This report must be submitted to the VDOT by April 1, 1999. Financial Impact: These changes will result in an increase of $15,117 in State Maintenance Funds. The total amount of funds received from the State for Fiscal Year 1998-99 are $6,823,887. Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO APPROVE CERTAIN ADDITIONS, DELETIONS AND CHANGES IN FLI NCTIONAL CLASS IFICATION OF STREETS IN THE CITY OF PORTSMOUTH FOR THE PURPOSE OF CALCULATING MAINTENANCE PAYMENTS. WHEREAS, the regulations of the Virginia Department of Transportation adopted pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit a request for mileage additions, deletions and changes in functional classification of streets which have occurred during the fiscal year; and WHEREAS, the following described changes in mileage have occurred in the City of Portsmouth; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Virginia Department of Transportation be requested to approve the following additions and deletions for streets in the City of Portsmouth for the purpose of calculating maintenance payments:
