Hagemeister, Assistant City Attorney. <br /> <br />Prayer was offered by Councilman King. <br /> <br />Mayor Barnes welcomed all visitors in attendance. <br /> <br /> 74-135 Public Hearing on the following resoning applications and Zoning <br />Ordinance Amendment: <br /> <br />Zoning Petition Z 74-2 Petition of N. P. and Thelma W. Matthews <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson, to concur in recommendation of the <br />Planning Commission, the petition was denied by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />Zoning Petition Z 74-3 Petition of Taylor Brothers Builders, Inc. <br /> <br /> Mr. Carl E. Bowers, Agent, representing Taylor Brothers Builders, Inc., spoke <br />in favor of the petition. <br /> <br />The following spoke against the petition: <br /> <br />B. L. Hardison, 2001 Airline Boulevard <br />Mrs. Gladys L. Wolff, 4008 Caroline Avenue <br />Louis F. Keffer, 2002 Colorado Avenue <br />Archie L. Rowe, 2000 Colorado Avenue <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to be deferred for SO days so <br />all parties may consider the alternative of an apartment to be built or the office <br />building be constructed, was defeated by the following vote: <br /> <br />Ayes: Johnson, Smith, Barnes <br />Nays: Early, Holley, King, Wentz <br /> <br /> Motion of Mr. Smith and seconded by Mr. King, that the f~tlowing ordinance be <br />approved on first reading, was adopted by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 74-3" <br /> <br />Ayes: Holley, Johnson, King, Smith <br />Nays: Early, Wentz, Barnes <br /> <br />The following Zoning Ordinance Amendment was read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, BY <br />ADDING THERETO A NEW PARAGRAPH NUMBERED 40-56 PERTAINING TO ZONING AND <br />LAND USE CONTROLS APPLICABLE TO LAND AFFECTED BY FEDERAL NOISE ABATEMENT <br />REGULATIONS." <br /> <br /> Motion of Mr. King and seconded by Mr. Wentz, to be referred to the City Attorney <br />for redrafting, was adopted by unanimous vote. <br /> <br />Motion of Mr. Smith and seconded by Mr. King, the meeting adjourned 8:30 P.M. <br /> <br />APPROVED <br /> <br />City Clerk <br /> <br /> <br />
