<br /> "We do hereby petition the City of Portsmouth, Virginia, to have exit unto the East-
<br />bound lane of Victory Blvd. from Loxley Place, due to the next, construction on Victory
<br />Blvd. no exit was provided. This makes it impossible for East exits or entrances of
<br />emergency v~hicles. We also feel that this has devalued our property; leaving Loxl~y
<br />Place now, constitutes an illegal "U" turn or a drive of over a mile a mile -exit this
<br />property.

<br />It is suggested to the City, that:

<br /> 1. An exit be made unto the Eastbound lane.
<br /> 2. That s stoplight be placed West of theLoxley Place exit, that ,will be
