317 <br /> <br />June 25, 1974 <br /> <br />74-230 74-235 - See motion on page <br /> <br /> 74-237 The following ordinance, approved on first reading at the last regular <br />meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 37-96 THEREOF PERTAINING TO REQUIREMENTS FOR TAXICAB <br />PE~4ITS." <br /> <br /> On motion of Mr. King and seconded by Mr, Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-2¢0 The following ordinance, approved on first reading at the last regular <br />meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $640,000 FROM THE GENERAL FUND FOR TRANSFER <br />TO THE DEBT SERVICE FUND FOR THE RETIREMENT OF DEBT." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-196 - The following report from the City Manager regarding Coadh House Apartments <br />was Tead: <br /> <br /> "At its meeting of May 14, 1974, City Council referred a letter from the Director <br />of Planning regardin$ Group House Project 722 (Coach House Apartments) to me for study <br />of the site plan as it relates to streets adjacent to the proposed development. Meetings <br />held with the developers and interested Department Heads have resulted in agreement <br />as to the improvement of streets involved. <br /> <br /> Haysom Street, between Portsmouth Boulevard and Powell Street, is to be widened, <br />improved and supplied with a sidewalk connecting Powetl Street with the sidewalk along <br />Portsmouth Boulevard. Haysom Street, between Powell Street and the Norfolk water easement <br />is to be a two-lane paved road meeting minimum municipal standards; Powell Street is <br />to be widened and improved; and a private street parallel to Powell Street over the <br />City of Norfolk raw water line is to be constructed to connect the project with Haysom <br />Street. These improvements are to be made by the developers. I recommend approval <br />of the plat as amended." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, to approve plat plan as amended, <br />was adopted by unanimous vote. <br /> <br />74-262 Letter from City Manager <br /> <br /> "The attached resolution establishing a grievance policy is submitted for your <br />consideration and I recommend its adoption. Although this policy could possibly be <br />purely administrative, it is recommended by the Virginia Municipal League that an <br />resolution be adopted by the Governing Body. <br /> <br /> It is my preference that matters of policy stem from the City Council, to be <br />by the Manager, as the City Charter envisions. In the event the Division of Personnel <br />of the Commonwealth of Virginia disapproves, a subsequent policy may be recommended. <br /> <br /> I hope that this policy will be an element of a Personnel Management System to <br />be recommended in ordinance form, hopefully by July 1, 1975.'~ <br /> <br />- NEW BUSINESS - <br /> <br /> 74-264 - Motion of Mr. King and seconded by Mrl JOhnson, to suspend the rules for <br />Mrs. Marian RaWles to speak on the "purpose and meaning of Memorial bay", was adopted <br />by unanimous vote. <br /> <br /> Mrs. Rawles presented <br /> <br /> "It is distressing to <br />the purpose and meaning of <br />this manner: <br /> <br />the following: <br /> <br />find general unawareness on the part of our city fat~ers as to <br />Memorial Day. Do you know how Memorial DaY beganV It was in <br /> <br /> The women of the South gathered in the spring to place memorial flowers on the graves <br />of all who died on Southern soil -- this was begun while war still raged and was a loving <br />service to fallen enemy sons as well a$!:.tO;'t~e South's own soldiers who had defended thei~ <br />invaded homes and land with their life's bIo6d. <br /> <br /> Shortly after the surrender at Appomatox the North, touched by this loving service, <br />instituted by Southern women, adopted the same procedure; and General John Logan, 2 <br /> <br /> <br />
