345 July 25~ 1974 74-524 was read: The following letter received from Rev. G. Daniel Jones, 527 Green StreeT, "It; is with regret that I submit my resignation as an appointed member Citizens ~dvisory Committee. With enthu$i~m I looked forward to serving in civic duty. This was an esteemed honor of which I deeply cherish. of the this call to Due to my recent appointment to the Portsmouth City School Board, it is necessary for me to decline participation with ~he CAC. Thank you for your former and latter con~ sideration in this matter." Motion of Mr. Early and seconded by Mr. Elliott, to accept Rev. Jones resignation from the CAC with regrets, was adopted-by unanimous vote. 74-325 - Motion of Mr. Holley and seconded by Mr. Early, to go into the election of members to the following Boards and Commissions, was adopted by unanimous vote. Citizens Advisory Committee Mr. Holley nominated Mr. Lindell Wallace. Motion of Mr. Elliott and seconded by Mr. was elected to the Citizens Advisory Committee 1977, was adopted by unanimous vote. Early to close nominations, and Mr. Wallace for an unexpired term, expiring June 1, Southeastern Tidewater Area Manpower Authority (STAMA) Mr. Oast nominated Mr. Phin Horton, City Manager, and Mr. T. ~. Masters, Jr. ~{otion of Mr. Holley and seconded by Mr. Early to close nominations, and Mr. Horton was appointed as a member and Mr. Masters as an alternate to STAMA, was adopted by un- animous vote. SoutheasternWater ~uthority of Virginia Mr. Early nominated Mayor Richard J. Davis. Motion of Mr. Holley and seconded by Mr. Eltiott to close nominations, and Mayor Davis was appointed to the SWAV to fill an unexpired term, expiring December ~g, 1975, with term of office effective August 1, 1974, was adopted by unanimous vote. 74-325 Motion of Mr. Elliott and seconded by Mr. Early, that the Council meet in an executive session prior to the next regularly scheduled Council meeting for the purpos~ of: (1) Discussing appointments to Boards and Commissions. (2) Discussing the disposition of City property. (3) Consultation with Counsel pertaining to legal matters; was adopted by the following vote: Ayes: Early, Elliott, Holley, Oast, Davis Nays: None 74-327 The following letter received from Mrs. W. L. Bunch, 3609 King Street, was read: "I request that my letter be read at the Council meeting of July 23, 1974 concerning allegation of discrimination in the presenz tax assessment in the Wes~haven area. ~ am a widow on a fixed income as many of my neighbors are in this area. My assess- ment was raised over ~4,000, and I feel this re-assessment is too high compared to more desirable locations which were assessed much less. I have complained about my treated fairly or equally when increased so drastically. assessment to no avail. I do not believe that I was I know of other property comparable to mine which was not Mr. Wallace told me the poor and rich would be assessed the same, but if you will look at the tax books you will find there is a discrepancy in the equalization, so my onl recourse is to bring this to your attention." * See below Motion of Mr. Holley and seconded by Mr. Early, to be received as information and Mrs. Bunch be notified of her appeal rights, was adopted by unanimous vote. * Motion of Mr. Oast and seconded by Mr. Holley, to suspend the rules for Mrs. W.
