This was an esteemed honor of which I deeply cherish. <br /> <br />of the <br />this call to <br /> <br /> Due to my recent appointment to the Portsmouth City School Board, it is necessary <br />for me to decline participation with ~he CAC. Thank you for your former and latter con~ <br />sideration in this matter." <br /> <br /> Motion of Mr. Early and seconded by Mr. Elliott, to accept Rev. Jones resignation <br />from the CAC with regrets, was adopted-by unanimous vote. <br /> <br /> 74-325 - Motion of Mr. Holley and seconded by Mr. Early, to go into the election of <br />members to the following Boards and Commissions, was adopted by unanimous vote. <br /> <br />Citizens Advisory Committee <br /> <br />Mr. Holley nominated Mr. Lindell Wallace. <br /> <br /> Motion of Mr. Elliott and seconded by Mr. <br />was elected to the Citizens Advisory Committee <br />1977, was adopted by unanimous vote. <br /> <br />Early to close nominations, and Mr. Wallace <br />for an unexpired term, expiring June 1, <br /> <br /> Southeastern Tidewater Area Manpower Authority (STAMA) <br /> <br /> Mr. Oast nominated Mr. Phin Horton, City Manager, and Mr. T. ~. Masters, Jr. <br /> <br /> ~{otion of Mr. Holley and seconded by Mr. Early to close nominations, and Mr. Horton <br />was appointed as a member and Mr. Masters as an alternate to STAMA, was adopted by un- <br />animous vote. <br /> <br />SoutheasternWater ~uthority of Virginia <br /> <br />Mr. Early nominated Mayor Richard J. Davis. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Eltiott to close nominations, and Mayor <br />Davis was appointed to the SWAV to fill an unexpired term, expiring December ~g, 1975, <br />with term of office effective August 1, 1974, was adopted by unanimous vote. <br /> <br /> 74-325 Motion of Mr. Elliott and seconded by Mr. Early, that the Council meet in <br />an executive session prior to the next regularly scheduled Council meeting for the purpos~ <br />of: <br /> <br />(1) Discussing appointments to Boards and Commissions. <br />(2) Discussing the disposition of City property. <br />(3) Consultation with Counsel pertaining to legal matters; <br /> <br />was adopted by the following vote: <br /> <br />Ayes: Early, Elliott, Holley, Oast, Davis <br />Nays: None <br /> <br /> 74-327 The following letter received from Mrs. W. L. Bunch, 3609 King Street, was <br />read: <br /> <br /> "I request that my letter be read at the Council meeting of July 23, 1974 concerning <br />allegation of discrimination in the presenz tax assessment in the Wes~haven area. <br /> <br /> ~ am a widow on a fixed income as many of my neighbors are in this area. My assess- <br />ment was raised over ~4,000, and I feel this re-assessment is too high compared to more <br />desirable locations which were assessed much less. <br /> <br /> I have complained about my <br />treated fairly or equally when <br />increased so drastically. <br /> <br /> assessment to no avail. I do not believe that I was <br />I know of other property comparable to mine which was not <br /> <br /> Mr. Wallace told me the poor and rich would be assessed the same, but if you will <br />look at the tax books you will find there is a discrepancy in the equalization, so my onl <br />recourse is to bring this to your attention." <br />* See below <br /> Motion of Mr. Holley and seconded by Mr. Early, to be received as information and <br />Mrs. Bunch be notified of her appeal rights, was adopted by unanimous vote. <br /> <br />* Motion of Mr. Oast and seconded by Mr. Holley, to suspend the rules for Mrs. W.
