November 12, 1974 <br /> <br /> Motion of Mr. Oast and seconded by Mr. <br />Manager for his study and further report to <br />was adopted by unanimous vote. <br /> <br /> 74-472 - On motion of Mr. Barnes and seconded by Mr. Oast, the following <br />was adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF <br /> PORTSMOUTH TO CONTEMPLATED CHANGES IN THE DESIGN OF THE PROPOSED WEST <br /> NORFOLK BRIDGE. <br /> <br />Barnes, that the matter be referred to City <br />Council with cooperation of the City Attorney <br /> <br />resolution <br /> <br /> WHEREAS, the ant-icipated expense of the proposed West Norfolk Bridge has caused the <br />Virginia State Highway Department to seek ways to reduce the costs of said bridge; and <br /> <br /> ~EREAS, the Highway Department's alternative designs include certain plans to build <br />a two-lane bridge instead of a four-lane bridge; and <br /> <br /> WHEREAS, the previous experience of Portsmouth with the Churchland Bridge indicates <br />that a two-lane West Norfolk Bridge is certain to be inadequate and would be an imprudent <br />investment of public funds; and <br /> <br /> WHEREAS, the proposed West Norfolk Bridge will be an integral part of an interstate <br />highway system when it is constructed; and <br /> <br /> WHEREAS, the future industrial development of West Norfolk, which is of critical <br />importance to the economic well-being of the City of Portsmouth, is contingent upon the <br />construction of an adequate bridge to replace the existing structure. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that this council does express its firm support for the construction of a modern, four- <br />lane high-level bridge over the Western Branch of the Elizabeth River to replace the <br />existing West Norfolk Bridge. <br /> <br /> BE IT FURTHER RESOLVED that this council strongly opposes any change in design plans <br />which would adversely affect the quality of such bridge, and the council specifically <br />rejects the concept of a two-lane bridge as being manifestly inadequate and constituting <br />an unwise use of public funds. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized and <br />directed to transmit certified copies of this resolution to appropriate officials of the <br />State and Federal Governments and to members of the General Assembly representing cities <br />to be affected by proposed changes. The City Manager shall also undertake such other <br />actions and negotiations as may be proper to implement the policy of council expressed <br />in this resolution." <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Davis <br />Nays: None <br /> <br /> 74-475 On motion of Mr. Barnes and seconded by Mr. Holley, <br />randum was referred to City Manager, and by unanimous vote: <br /> <br />the following memo- <br /> <br />"Memorandum to: Phin Horton, City Manager <br /> <br />From: Richard J.
