April 13, 1999 <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 - 84 - Public Hearing on the City's Operating Budget for Fiscal Year ending June 30, <br /> 2000. <br /> <br />1. Mr. John E. Schalk, 664 Lincoln Street, requested continued funding for Portsmouth <br />Community Health Center. <br /> <br />2. Dr. Edward J. Roche, 4816 Thornwood Street, requested continued funding for <br />Medicine Assistance Program (MAP) Incorporated. <br /> <br />3. Lawrence W. I'Anson, Jr., 3114 Honeysuckle Lane, provided information on School <br />Boards proposed budget. <br /> <br />4. Dr. Wilbert D. Hawkins, P.O. Box 998, provided additional information on the School <br />Boards proposed budget. <br /> <br />5. Rev. Clifford D. Barnett, 1300 Centre Avenue, requested funding of Executive <br />Director Position for Portsmouth Better Beginnings Coalition. <br /> <br />6. Gloria Cox, 715 Madison Street Apt. 406, requested continued funding for <br />Endependence Center. <br /> <br />7. Dottie Dray, 3409 County Street, requested additional funding for Schools. <br /> <br />8. Karen Jordan, 107 Elmhurst Court, requested continued funding for Friends of the <br />Juvenile Court. <br /> <br />9. James Howard, 3704 Winchester Drive, provided statistical information on Fire <br />Department. <br /> <br />10. Garrett Shelton, 417 County Street, Fraternal Order of Police #20, presented a <br />Public safety pay plan recommendation for funding 3% increase to all sworn officers <br />totaling $98,559 effective January 2000 or as a last resort 3% or about $49,000 to be <br />effective in April. <br /> <br />11. Herman Bates, 432 North Street, requested additional funding for Museum and Fine <br />Arts Commission. <br /> <br />12. Martha Ann Creecy, 317 Dinwiddie Street, spoke on monuments and public display <br />of art. <br /> <br />13. Jean H. Shackelford, 2437 Sterling Point Drive, spoke in favor of additional funding <br />for Museum and Fine Arts Commission. <br /> <br />99 - 85 - Public Hearing on use permit applications: <br /> <br />(a) UP-99-06 <br /> <br />OLD TOWNE NEIGHBORHOOD - Request of Charles and Brenda <br />Honeycutt for a use permit to convert a former VEPCO distribution <br />building (Sub Station) into a two-family dwelling at 320 Middle <br />Street. <br /> <br />1. Martha Ann Creecy, 317 Dinwiddie Street, provided additional information on <br />previous property use. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-99-06 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-99-07 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Norm Malbon for a <br />use permit to operate a piano sales/service establishment at 233 <br />High Street. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-99-07 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
