April 13, 1999 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, directing the City Manager to <br />forward to Portsmouth Redevelopment Housing Authority (PRHA) a copy of the <br />resolution which was just adopted with the request that final approval of the bond <br />financing not be granted until the applicants enter into a binding agreement with the <br />Authority guaranteeing that the applicants will make all of the expenditures, repairs and <br />improvements proffered in the April 5, 1999 PRHA minutes and in the March 3, 1999 <br />memo and the March 13, 1999 letter, both from Stephen English of Regency <br />Development Associates to Attorney James T. Martin, and was adopted by unanimous <br />vote. <br /> <br />99-89 Non-Agenda Speakers <br /> <br />1.
