Tayloe, Jr., City Attorney. <br /> <br />Mayor Davis requested Pledge of All6giance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. <br />tonight be permitted to speak for ten minutes <br />ordinance, was adopted by unanimous vote. <br /> <br />Early, that <br />instead of <br /> <br />persons speaking before Council <br />five minutes as outlined in the <br /> <br /> 75-60 Public Hearing on the following rezoning applications, proposed amendments to <br />Zoning Ordinance and the matter of updating Comprehensive City Plan, was held: <br /> <br />Zoning Petition Z 75-1 Petition of Marstan Corporation <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Oast, to concur in the recommendation of the <br />Planning Commission, the petition was den~ed by the following vote: <br /> <br />Ayes: Barnes, Early, Oast, Wentz, Davis <br />Nays: Elliott, Holley <br /> <br />Zoning Petition Z 75-2 Petition of Joy N. Barnes and Nathan A. Wall, Jr. <br /> <br />Morton V. Whitlow, Attorney for the petitioner, spoke. <br /> <br /> Motion of Mr. Early and seconded by Mr. Elliott, to concur with <br />and Z.75Z2~be returned to the Planning Commission for further action, <br />following vote: <br /> <br />request of Mr. Whitlow <br />was adopted by the <br /> <br />Ayes: Barnes, E~rly, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> (1) Application by the Secretary of the Commission of Architectural Review to amend <br />the text of the Zoning Ordinance to review certain provisions of Article V, Sections 40-92 <br />through 40-119 - Historic Districts, was presented. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Wentz, to be referred to the City Attorney <br />for research and proper drafting, was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> (2) Application by the Administration of the City of Portsmouth to consider amending <br />the text of the Zoning Ordinance to add an additional item in the list of Industrial M-2 <br />District Section 40-69, Petroleum Refining, was presented. <br /> <br />The following citizens spoke in favor: <br /> <br />Pete DeGraw, 2019 Darden Terrace, representing Plumbers & Fitters #110 <br />M.
