<br /> At a regular meeting of the City Council, held on February 11, 1975, there were present:
<br />
<br /> Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br /> James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., Phin Horton, City
<br /> Manager, R. T. Williams, Assistant City Manager, H. M. Myers, Jr., Assistant
<br /> City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> The Rev. Thomas M. Steele, Pastor, New First Baptist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Minutes of the regular meeting of January 28, 1975, to be approved as received, was
<br />adopted by unanimous vote.

<br /> 75-61 On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION RECOGNIZING AND HONORING JUDGE HENRY W. MACKENZIE, JR. ON HIS
<br />RETIREMENT AFTER NINETEEN YEARS OF PUBLIC SERVICE AS A JUDGE OF THE CIRCUIT
<br />COURT OF THE CITY OF PORTSMOUTH.
<br />
<br /> WHEREAS, Judge Henry W. MacKenzie, Jr., has been a native and lifelong resident of
<br />Portsmouth; and
<br />
<br /> ;~qEREAS, he has had an esteemed forty-three year career as an attorney; and
<br />
<br /> WHEREAS, the last ninteen years he has honorably served the City of Portsmouth as Judge
<br />of the Circuit Court; and
<br />
<br />WHEREAS, on February 1, 1975, has retired as active Judge.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />this Council recognize and honor Judge Henry W. MacKenzie, Jr. for his esteem career as an
<br />attorney and as Judge of the Circuit Court of the City of Portsmouth and wish him many years
<br />of good health and happiness in his retirement.
<br />
<br /> BE IT FURTHER RESOLVED that this Council does hereby express the esteem and admiration
<br />which all citizens of Portsmouth hold for Judge MacKenzie.
<br />
<br /> BE IT FURTMER RESOLVED that the City Clerk be, and he hereby is, directed ~o cause this
<br />resolution to be spread upon the minutes of this Council and a duly attested copy, suitably
<br />framed, be presented to Judge Henry W. MacKenzie,

<br /> Mayor Davis presented the resolution to Judge Henry W. MacKenzie, Jr. and thanked him
<br />on behalf of the citizens for his many years of service to the City.
<br />
<br /> 75-62 Mayor Davis presented Resolutions of Appreciation to Cdr. David A. Corey,
<br />retiring from Citizens Advisory Committee, and Vincent T. Cherry, retiring from Civil
<br />Service Commission. Mayor Davis thanked Cdr. Corem and Mr. Cherry for services to the City
<br />while serving on the Committee/Commission.

<br /> 75-38 - The following ordinance, approved on first reading at last meeting, was taken
<br />up and read:

<br />'~AN ORDINANCE APPROPRIATING $45,500 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />FISCAL YEAR 1975 FOR PA~4ENT OF UNDERGROUND ELECTRIC DISTRIBUTION FACILITIES
<br />IN OLDE TOWNE CONSERVATION PROJECT VA. R-49."

<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by
<br />the following vote:

<br />
<br /> 75-39 The follo,rlng ordinance, approved on first reading at last meeting, was taken
<br />up and read:

<br />"AN ORDINANCE APPROPRIATING $60,250 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />ENGINEERING SERVICES IN THE MOUNT HERMON, PROJECT VA. R-69 AND EFFINGH~4
<br />URBAN RENEWAL PROJECT VA. R-72 FOR FISCAL YEARS 1975 AND 1976."
<br />
<br /> On motion of Mr. ~entz and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:
