72 <br /> <br />P~hr~rv 2~. <br /> <br /> "A RESOLUTION OPBOSING THE U. S. CORPS OF ENGINEERS' PLAN TO VERTICALLY <br /> EXPAND THE CRANEY ISLAND DISPOSAL AREA AN ADDITIONAL 12'; SUPPORTING <br /> U. S. CORPS OF ENGINEERS' EFFORTS SEEKING ADDITIONAL FUNDS TO STUDY ALTER- <br /> NATIVE MEANS FOR DISPOSING OF DREDGED ~&~TERIALS UPON CERTAIN CONDITIONS; <br /> AUTHORIZING THE CITY MANAGER TO FORWARD THIS RESOLUTION. <br /> WHEREAS, this Council steadfastly reiterates its opposition to any plan of expansion <br />to Craney Island as a disposal area; and <br /> <br /> WHEREAS, despite the steadfast opposition of expanding Craney Island as a disposal <br />area, the Craney Island Commission has recommended, subject to certain conditions, <br />that this Council support the U. S. Corps of Engineers' efforts to seek additional funds <br />to study alternative means to dispose of dredged materials in the Hampton Roads- Chesapeake <br />Bay area. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia <br />that it steadfastly reiterates its opposition previously resolved on January 28, <br />to any plan of expansion to Craney Island as a disposal area. <br /> BE IT FURTHER RESOLVED that the Council supports the U. S. Corps of Engineers' <br />efforts to seek additional funds to study alternative means for disposing of dredged material~ <br />in the Hampton Roads -Chesapeake Bay mrea, but only upon the following conditions: <br /> <br /> (1) Such study does not include the expansion of Craney Island either vertically <br /> or horizontally; <br /> <br /> (2) The alternative means are limited to the following and in this priority: <br /> <br /> (a) Ocean dumping of dredge material; <br /> (b) Creation of islands in the Hampton-Roads- Chesapeake Bay Area; <br /> (c) Feasibility of the use of the Nansemond site; <br /> <br /> (3) Said study be completed by 1979 and an alternative herein listed be implemented <br /> to eliminate the necessity Of expanding Craney Island. <br /> BE IT FURTHER RESOLVED that the City Manager is directed to forward this resolution <br /> to all appropriate Federal Agencies.'~ <br /> <br /> Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 75-101 - Motion of Mr. Early and seconded by Mr. Elliott, that the Council meet in an <br /> executive session prior to the next.regularly scheduled Council meeting for the purpose of: <br /> <br /> (1) Discussing appointments to Boards and Commissions; <br /> (2) Discussing the disposition of City property; <br /> (3) Consultation with Counsel pertainmng to legal matters; <br /> <br />was adopted by the following vote: <br /> <br /> Ayes: Early, ~Elliott, Holley, <br /> Nays: None <br /> <br /> Eee~ge R. Walker, 1749 Spratley Street, <br /> <br /> Oast, Wentz, Davis <br /> <br />spoke regarding the above resolution. <br /> <br /> 75-102 - Motion of Mr. Wentz and seconded by Mr. Oast to go into the election~of a <br />member to the Patrick Henry Hospital Board, was adopted by unanimous vote. <br /> Mr. Wentz nominated Robert E. Bridges, Director of Social Services Bureau. <br /> Ma~&en,~zo-fMr. Holley and seconded by Mr. Elliot to close nominations and Mr. Bridges <br />elected to serve on Patrick Henry Hospital Board, was adopted by unanimous vote. <br /> Motion of Mr. Holley and seconded by Mr. Etliott, the meeting adjourned at 9:35 p.m. <br /> <br />was <br /> <br />APPROVED <br /> <br />City Clerk <br /> <br /> <br />
