March 25, 1975 <br /> <br /> 75-123 "The owners of property adjacent to Lake Speight Run, one of our water supply <br />reservoirs in Suffolk, Virginia, have requested drainage easements for the proposed Lake <br />Speight Colony subdivision. The proposed subdivision will contain 67 lots. Water supply <br />will be provided by a "community water system" and sewage disposal will be by individual <br />septic tanks. The development plan has been approved by the City of Suffolk and the Suffolk <br />Health Department has indicated that the majority of this area is suitable for septic tank <br />systems and that each lot must be approved at the time of application to build. <br /> <br /> Our Director of Public Utilities has expressed concern about potential adverse effects <br />of storm water runoff from streets, and of possible malfunctioning septic tanks in the <br />future. Although this concern is shared by the State Health Department, Bureau of Sanitary <br />Engineering, and the State Water Control Board staff, both agencies state that they have <br />no statuatory authority in the matter and that protection of water supply reservoirs against <br />improper development is a local issue which should be addressed through community project <br />and/or zoning controls. The studies to be conducted by the Hampton Roads Water Quality <br />Agency are to include the effects of urban runoff and "hOtpoint discharges" on water quality, <br />but no firm data exists now to support continued opposition to the granting of the easements <br />requested. <br /> <br /> I recommend that the City Council authorize the granting of the requested easements, <br />while expressing concern for the protection of our public water supply and requesting the <br />City of Suffolk's aid in such protection through us~ of community project and zoning controls <br /> <br /> Fred T. Stant, Attorney-at-law, representing Lineberry Construction Company, spoke <br />regarding the above matter. <br /> <br /> Motion of Mr. <br />drainage revocable permit <br />following vote: <br /> <br />Early and seconded by Mr. Elliott, resolution be amended to read "storm <br /> to the developer"; the following and by the <br /> <br />resolution was adopted, <br /> <br />"A RESOLUTION GRANTING A STORM DRAINAGE REVOCABLE PERMIT TO THE DEVELOPER OF <br />A SUBDIVISION IN THE CITY OF SUFFOLK, EXPRESSING THE CONCERN OVER POLLUTION <br />OF A CITY RESERVOIR; REQUESTING THE CITY OF SUFFOLK TO ADOPT CONTROLS ~%~ICH <br />WILL PRESERVE THE QUALITY OF WATER SUPPLIES; DIRECTING THE CLERK TO FORWARD <br />THIS RESOLUTION TO THE I~YOR OF TNE CITY OF SUFFOLK. <br /> <br /> WHEREAS, a <br />vision which is <br />and <br /> <br />request for <br />proposed to <br /> <br />storm drainage easements has been made by developers of a subdi- <br />abut Lake Speight Run, a water supply reservoir of the City; <br /> <br /> F~EREAS, studies are now being conducted to determine the impact of storm water run- <br />off and non-point discharges upon water quality; and <br /> <br /> WHEREAS, there exists no state regulations controlling the location of such subdivision; <br />and <br /> <br />I~qEREAS, the Suffolk Health Department has approved the construction of such subdivision <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Council reluctantly authorizes the granting of a storm drainage revocable permit <br />shown on a preliminary plat entitled "Subdivision Of Lake Speight Colony, Holy Neck Borough, <br />Suffolk, Virginia," dated 1974, prepared by Rouse-Lirse Associates, Limited. <br /> <br /> BE IT FURTHER RESOLVED that the Council expresses its concern over the pollution caused <br />by the situs of a subdivision abutting Lake Speight Run, a water supply reservoir owned <br />by the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the Council requests the City of Suffolk, Virginia to adopt <br />community project controls which will protect the water quality of water supply reservoirs <br />against pollution from run-off, potential hazards of contamination from faulty septic tanks <br />and discharges from non-point sources. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward this resolutRon to <br />the Mayor of the City of Suffolk.'~ <br /> <br />Ayes: Early, Elliott, Oast, Wentz <br />Nays: Barnes, Holley <br /> <br /> 75-124 "Consideration of a motion to authorize and direct the City Manager to issue <br />a change order in the amount of $7,000 to Vice Construction Corporation for the extension <br />of a sanitary sewer on Airline Boulevard west of Elmhurst Lane. <br /> <br /> Vice Construction Corporation is presently installing storm drainage on Airline Boule- <br />vard in the vicinity of the requested s~wer line. Also, Vice Construction has a contract <br />wit~ ~he~G~ty.~far i~s~ll~ion of sanitary sewers on River Shore Road. The City Manager <br />recommends a change order to accomplish the necessary sewer work on Airline Boulevard, and <br />contingencies on the River Shore Road job are sufficient to cover this change order. There- <br />fore, an ordinance for appropriation will not be necessary." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Oast, to concur in the recommendation of the <br />City Manager, was adopted by 5-1 (Wentz-abstaining) vote. <br /> <br /> <br />
