Anril 7. 1975 <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO OPERATE A GROUP HOME BETWEEN AIRLINE <br />BOULEVARD AND RACE STREET. <br /> <br /> WHEREAS, the City of Portsmouth has made an application pursuant to Section 40- <br />67 of the Code of the City of Portsmouth, Virginia, 1975, for the granting of a use permit <br />as hereinafter described; and <br /> <br /> WHER~JkS, the applicant and the Planning Director have done all things required to be <br />done in connection with said application, and the Planning Commission has recommended the <br />granting of said use permit. <br /> <br />NOW, THEP~FORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> That the use for which the use permit hereinafter described is <br /> sought [1] will not adversely affect the health or safety of <br /> persons residing or working in the neighborhood of the proposed use, <br />(2] will not be detrimental to the public welfare or injurious to <br />.property or improvements in the neighborhood, and (5] will be in accord <br /> with the purposes of .the Zoning Chapter of the City Code. <br /> <br />B. ~h~ City of Portsmouth is hereby granting a use permit pursuant to <br /> Section 40-67 of the City Code to operate a group home on the <br /> property described as follows: <br /> <br /> Beginning at the Southeast intersection of Airline Boulevard <br /> and Race Street; thence East along the Southern right of way <br /> of Race Street a distance of 75' more...or less to a point; <br /> thence South and parallel with Cumberland Avenue a distance of <br /> 108.S' more or less to a point; thence West and parallel with <br /> Race Street a distance of 120' more or less to a point; thence <br /> Morth and parallel with Cumberland Avenue a distance of SS.S' <br /> more or less to a point located at the Southeastern right <br /> of way of Ariline Boulevard; thence northeasterly and parallel <br /> with the Southern right of way of Airline BoUlevard a distance <br />..of 71' more or-less to the true point of beginning; as shown <br /> on that certain plat entitled ~UP-T5-1® on file in the Planning <br /> Department of the City of Portsmouth, Virginia." <br /> <br /> Ayes: Early, Elliott, Oast, Wentz, Davis <br />NNgys: Barnes, Holley <br /> <br />* Letter received frcm~4ichael J. Blachman, Chairman, Juvenile and Domestic Relations <br />Court Advisory Council presented: <br /> <br /> "On March 4, 1975 the Planning Commission unanimously recommended and approved a Use <br />Permit for the operation of a probation home for boys to be located at 3515 Race Street in <br />Portsmouth. This Use Permit was applied for by the City Manager on behalf of the Regional <br />Juvenile Group Hpme~System. This probation home will be an integral part of the Regional <br />Juvenile Group Home System which is a system of probation homes for juveniles that are al- <br />most totally funded by the state and federal governments and operate under the auspics of <br />the Regional Juvenile Group Homes System. This particular home will be a residence home <br />for boys between the ages of thirteen and seventeen who have been adjudged not innocent of <br />status crimes such as incorrigibility or truancy; i.e., crimes that can only be charged to <br />juveniles, by the Juvenile and Domestic Relations Court. There will be approximately twelve <br />to fifteen boys housed in this residence with a highly specialized and trained staff that <br />will be on duty twenty-four hours a day. Boys Will be referred to this home by the various <br />Juvenile and Domestic Relations Courts which comprise this region; i.e., Virginia Beach, <br />Portsmouth, Isle of Wight, Chesapeake, Suffolk and Southampton. <br /> <br /> ~he newly created Juvenile and Domestic Relations Court Advisory Council, of which I <br />have been elected chairman, has considered this proposed Use Permit and discussed the matter <br />at length. Both Judge Piersall and Judge Johnson have g~ven their wholehearted approval to <br />this home. It is the opinion of this Council that this home is definietely needed and will <br />be a valuable resource for the Juvenile and Domestic Relations Court of Portsmouth. The <br />matter of the Use Permit will be presented to you gentlemen for your consideration on April <br />7, 1975. We strongly recommend and urge that yon adopt the recommendation of the Planning <br />Commission an~ giye your approval to this Use Permit~ The location or-this home is ideal as <br />it is near schools, shopping areas and recreational areas. W~'do ndt.~eel that this would <br />be detrimental to the neighborhood but rather an enhancement. The boys ~hat will be housed <br />there are not criminals but rather boys w~th troubled home lmves which, if given adequate <br />help for a short period of time along with family counseling, will be in a much better positi <br />to be a value to this community and the surrounding communities." <br /> <br />Letter received from Ms. Ann M. Loew, Secretary, Federation of Civic Clu~s, presented: <br /> <br /> "At a recent meeting of the Portsmouth Federation of Civic Clubs a motion was <br />that the Federation go on record supporting the juvenile group home for boys to be <br />at Race Street-~and AiPline Boulevard. <br /> <br />passed, <br />located <br /> <br /> ~t is our understanding that this home will be for delinquent boys ages 1'3 through 17 <br />with no serious charges against them and there will be 24 hour supervision. <br /> <br />Thank you for your consideration in this matter." <br /> <br /> <br />
