<br />At a regular meeting of the City Council, held on June 10, 1975, there were present:

<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. Oast, Jr., R. T. Williams, City Manager, H. M. Myers,
<br />Jr., Assistant City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br />Absent: Robert W. Wentz, Jr.
<br />
<br /> Dr. Thomas J. Powers, Pastor, Park View Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Barnes, the minutes of'the regular meeting of
<br />May 27, 1975, to be approved as received, was adopted by unanimous vote.
<br />
<br /> 75-234 - Mayor Davis presented Resolutions of Appreciation to retiring members of Boards
<br />and Commissions.

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, ¥~RR~NIA, 1973, BY
<br />AMENDING SECTIONS 38-43 OF SAID CODE PERTAINING TO FEES TO BE C~RGED WHEN WATER
<br />SERVICE HAS BEEN TURNED OFF AND BY ~ENDING SECTION 38-77 OF SAID CODE PERTAINING
<br />TO FEES FOR SEWER AND SEWAGE DISPOAL."

<br />The following letter from the City Manager was presented:
<br />
<br /> "I have reviewed the increases in fees that have been adopted by the Hampton Roads
<br />Sanitation District Commission that will be effective July 1, 1975. Based upon this review,
<br />I am recommending the following amendments on second reading to sewer fees and charges to
<br />be effective July 1, 1975:
<br />
<br />(i)
<br />
<br />Increase the charge fa~rseptic tank disposal from $10.00 on the first
<br />3,000 gallons to $12.00 on the first 500 gallons or less. This increase
<br />will bring the Portsmouth chazge in line with the proposed charge of
<br />Hampton Roads for July 1, 1975.
<br />
<br />I~crease from $1.50 per 100 lbs. to $3.00 per 100 lbs. for heavy waste
<br />treatment of suspended solids. This rate will affect those users whose
<br />disposal has a high degree of suspended solids for treatment. The effec-
<br />tive rate for this item to be charged by Hampton Roads, effective July 1,
<br />will be $8.80 per 100 lbs.
<br />
<br />Increase from $3.00 per 100 lbs. to $5.00 per 100 lbs. for heavy waste
<br />treatment that has a biochemical oxygen demand. The rate charged for
<br />this category by Hampton Roads, to be effective July 1, 197S, is $8.S0
<br />per 100 lbs.
<br />
<br /> I think it is important to note that the new rate adopted by Hampton Roads, effective
<br />July 1, 1975, of 45¢ per 100 cubic feet for sewage treatment, I understand, is the highest
<br />in the State of Virginia. I do not recommend at this time any increases above those already
<br />recommended for the sewage treatment fees charged by the City of Portsmouth. Not only will
<br />the citizens of the City who live in the annexed area have their sewage treatment charges
<br />increased from 38~ to 45¢ per 100 cubic feet by Hampton Roads, they are also changing the
<br />minimum bill amount from 1,200 cubic feet down to t,000 cubic feet. This figure is based
<br />on a per quarter minimum charge. The City Manager recommends adoption of the three changes
<br />to the sewage service charges on second reading."

<br /> Motion of Mr. Barnes and seconded by Mr. Oast, to amended the ordinance, was adopted by

<br />PAYMENT OF PROFESSIONAL SERVICES RENDERED TO THE CITY OF PORTSMOUTH, TH~
<br />VIRGINIA PORTS AUTHORITY AND THE POR%SMOUTH PORT AND INDUSTRIAL COMMISSION
<br />FOR ALAND-USE STUDY IN THE PINNERS POINT AREA."

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the ordinance was adopted, and by the
