Walker, 1749 Spratley Street spoke against S-minute Gag Rule. <br /> <br /> 75-319 - On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was <br />adopted, and by the following vote: ' <br /> <br />"A RESOLUTION SUPPORTING TIlE POSITION OF VIRGINIA MUNICIPAL LEAGUE/VIRGINIA <br />ASSOCIATION OF COUNTIES AND AFFILIATED GROUPS FAVORING NEGOTIATED CONT~tCTS <br />FOR GOVERN~MENTAL ELECTRICAL SERVICES. <br /> <br /> WHEREAS, Public Utilities and local governments have historically worked together <br />to meet the needs of consumers for adequate services at reasonable cost. <br /> <br /> WHEREAS, local governments are in a position to offer financial benefits to public <br />utilities for corresponding utility rates. <br /> <br /> WHEREAS, the most acceptable method by which the value of these benefits can be <br />realized is through individual negotiations with public utilities. <br /> <br /> WHEREAS, rate hearings conducted by the SCC do not provide an acceptable forum <br />from which to take advantage of these financial benefits. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of Portsmouth, Virginia, supports <br />the position of Virginia Municipal League/Virginia Association of Counties and affiliated <br />groups favoring the negotiation of contracts for governmental electrical services." <br /> <br />Ayes: Barnes, ERmly, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 75-520 Motion of Mr. Elliott and seconded by Mr. Early, that the Council meet.in an <br />executive session prior to the next regularly scheduled Council meeting for the purpose of: <br /> <br /> (1) Discussing appointments to Boards and Commissions. <br /> (2} Discussing the disposition of City property. <br /> (S) Consultation with Counsel pertaining to legal matters; <br /> <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Davis <br />Nays: None <br /> <br />Motion of Mr. Early and seconded <br />APPROVED <br /> <br />by Mr. Elliott, <br /> <br />the meeting adjourned at 9:15 p.m. <br /> City Clerk <br /> <br /> <br />
