<br />At a regular meeting of the City Council, held on July 22, 1975, there were present:

<br />the Pledge of Allegiance to the Flag.

<br /> Motion of Mr. Barnes and seconded by Mr~ Elliott, the minutes
<br />Jul)- 8, 1975, ~Q be approved as received, was adopted by unanimous
<br />
<br />of the re~gular meeting of

<br /> 75-300 On mo~ion of Mr. Barnes and secon4ed by Mr. Elliott, the following resolution
<br />was adopted, and by the following vote:
<br />
<br /> "~-BREA~n~k~ ~ixth day of June, n~neteen hundred and seventy-five, and in his Depart-
<br />infinite wisdom Almighty God called unto him James O. Ballentine, a member of the Fire
<br />ment who departed this life in performance of his duties; and
<br />
<br /> WHEREAS, James O. Ballentine served for twenty-seven years as Firefighter, Lieutentant,
<br />Captain, Battalion C~ief and AppaTatus Officer, and earned the esteem of his fellow workers,
<br />for his loyalty, deep interest and efficiency. He departed this life while in full enjoyment
<br />of those talents and qualities. Due to his marked ability, his fellow workers in 1960 recom~ ~
<br />me~ded him for the "Fireman Of The Year" award and this was presented by the Exchange Club
<br />of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the sympathy of this body acting for the citizens of this city, be and hereby, is ex-
<br />tended to the family of the late James O. Ballentine.
<br />
<br /> BE IT FURTHER RESOLVED, that this resolution be spread upon the minutes of the Council
<br />and a copy thereof be presented to his wife, Jeanne P. Ballentine, in recognition of Mr.
<br />Ballentine's respected place in this community."

<br />James O. Ballentine.

<br /> 75-301 - On motion of Mr. Early and secondedbby Mr. Barnes, the following resolution was
<br />adopted, and by the following vote:

<br />"A RESOLUTION RECOGNIZING AND COMMENDING D. B.~RT FRYE, JR., FOR BEING AWARDED
<br />T~ "CERTIFICATE OF MERIT" BY THE OFFICE OF TIlE ASSISTANT SECRETARY OF HOUSING
<br />MANAGF~IENT OF THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
<br />
<br /> WHEREAS, D. Bart Frye, Jr., Executive Director of the Portsmouth Redevelopment and
<br />Housing Authority was awarded the "Certificate of Merit" in recognition of his leadership
<br />in the development of one of the most successful limited income housing programs in the
<br />United States and for his national contributions towards the field of housing on the 17th
<br />day of June, 1975, in the City of Miami, Florida.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of tke City of Portsmouth that it does
<br />recognize and commend D. Bart Frye, Jr., Executive Director of the Portsmouth Redevelopment
<br />and Housing Authority for having been awarded by the Office of the Assistant Secretary of
<br />Housing Management of the U. S. Department of Housing and Urban Development the "Certificate
<br />of Merit" for his leadership in the development of one of the most successful limited income
<br />housing programs in the United States and for his national contributions towards the field
<br />of housing.
<br />
<br /> BE IT FURTHER RESOLVED that this Council does hereby express its congratulations to
<br />D. Bart Frye, Jr., for such an achievement.
<br />
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to D. Bart Frye,
<br />Jr., and that it be made a part of the permanent records of the City Council."
