200 <br /> <br />September §, 1975 <br /> <br /> As indicated on the regional assessment sheet, the City of Portsmouth's share for the <br />continued financial support of Tidewater Regional Health Planning Council is $9,405 for the <br />period June 1, 1975 through May 31, 1976. Through the enactment of Public Law 9364i (Regiona <br />Health Planning and Resources Development Act of 1974), planning agencies such as Tidewa%¢r <br />Regional Health Planning Council will enjoy transitional funding from the Department of Healt <br />Education and Welfare for the period May t through December 31, 1975. During this period of <br />time, the Council is required to continue fulfilling its approved program of work including <br />all review and comment activities currently required by Federal legislation. <br /> In view of the transitional funding from the Department of Health, Education and <br />Welfare, the Tidewater Regional Health Planning Council has indicated that they will invoice <br />the City of Portsmouth on a pro rata 7-month basis in two installments. Thus, for the period <br />June 1 through August 31, 1975, the City will be invoiced for i~s pro rata share at $2,351.25 <br />and for the period September 1 through December 31 (4 months) the City will be invoiced for <br />their pro rata share in an amount of $3,135. <br /> <br /> It is my recommendation that the City meet its commitment to fund its pro rata share of <br />the Tidewater Regional Health Planning Council through December 31, 1975 based on previous <br />City Council commitments as to membership in this organization. However, I also recommend <br />that I be authorized to notify Tidewater Regional Health Planning Council that the City of <br />Portsmouth will only f~nd the health service agency designated for this area working through <br />the Southeastern Virginia Planning District Commission after December 31, 1975. <br /> This Council has previously adopted a resolution designating the Planning District <br /> Commission as the agency of preference for the coordination and development of the health <br /> service agency for this region. Based on this previous policy, I feel that Tidewater Regiona. <br /> Health Planning Council should be notified of~our intent for financial support based on this <br /> previous action." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> ~'AN ORDINANCE TO APPROPRIATE $2,351 FROM THE ~GENERAL FU~$ FOR TH~ CITY'S SHARE <br /> OF OPERATING EXPENSES FOR THE TIDH~ATER REGIONAL HEALTH PLANNING COUNCIL." <br /> <br /> 75-306 The following report from the City Manager in response to a request by the <br />City Council regarding plans for future renovations of the Civic Center was presented: <br /> "In compliance with the.City Council's request I submit the following information <br />regarding plans for future renovations of the Civic Center. <br /> <br /> Work is now in progress to move the law library from the first floor of Building "A" to ~he <br />second floor. New spaces are being provided for the High Constable's Office, additional spa( <br />is being provided for the Commonwealth's Attorney and his staff as well as the Clerk of <br />the Circuit Court. Security measures are being added to the Court Records Room. Kenovations <br />in the basement ~f Police Headquarters have just been completed which makes that area more <br />workable. Considerable renovation has taken place in Building "B" ~n past months and additio <br />work is presently in progress to provide more space for the probation, intake and volunteer <br />staffs who work with the Juvenile and Domestic Court. <br /> <br /> The City Assessor now occupies space in Building "A'~ which will ~at some time in the <br />future provide another court room and supporting office space. When this additional court <br />space is required, the spaces which were left uncompleted at time of construction will have <br />to be finished in accordance with needs at that time. The City Assessor's Office will be <br />moved to another location, hopefully a new municipal building. <br /> <br /> The Personnel Office is also presently located on the second floor of Building "A'~ <br /> in spaces which plans called for a public defender to occupy. The Personnel Office will <br /> at some time in the future be moved and this area made suitable for occupancy by whatever <br /> court related activity requires space at that time. <br /> <br /> Some minor renovations have been accomplished in the Jail Building and estimates are <br /> now being prepared to install plexiglass windows in the T.V. Monitoring Room and the Chief <br /> Jailer's Office. This is a minor improvement. <br /> <br /> The second cour~ room in the Police Headquarters Building has been completed and many <br /> other changes have been made in the Civic Center Complex since it was first occupied in <br /> 1970. Sweeping changes in the Virginia Judicial System have taken place since this complex <br /> was completed.
