<br />At a regular meeti~.g of the City Council, held on September 16, 1975, there were present:
<br />Richard J. Davis, Jack P. Barnes, Archie Elliott, Jr. James W. Holley, Edward L.
<br />Oast, Jr., Robert W. Wentz, Jr., R. T. Williams, City Manager% H. M. Myers, Jr.,
<br />Assistant City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Absent: E. Saunders E~rly, Jr.
<br /> The Rev¢.Warren A. Page, Pastor, Emmanuel A.M.E. Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br /> Mayor Davis welcomed all visitors in attendance.
<br /> Motion of Mr. Wentz and seconded by Mr. Elliott, minutes of the regular meeting of
<br />September 9, 1975, to be approved as received, was adopted by unanimous vote.
<br /> 75-400 Mayor Davis presented the following honorary resolution to Jerome P. Carr,II,
<br />Chairman, Portsmouth Area Mental Health Center, Inc.:
<br /> "WHEREAS, the Portsmouth Area Mental Health Center, Inc. did from 1957 to 1973 provide ~
<br />the only public mental health service in the City of Portsmouth; and
<br /> WHEREAS, said corporation has given a building known as the Community Psychiatric Clinic
<br />building on Effingham Street and other assets to the City of Portsmouth; and
<br /> WHEREAS, the Corporation has taken action to dissolve.
<br /> NOW, TFLERBFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br /> it expresses its gratitude and appreciation to the Directors of the Corporation (Jerome P.
<br /> Carr, II, Chairman, Dr. William S. Terry, Irving Duffen, Judge Donald H. Sandie, and George
<br /> F. Davis) and former members of the Clinic Advisory Committee for their invaluable and unselfi
<br /> contribution over the years to the mental health needs of their fellow citizens.
<br /> BE IT FURTHER R~SOLVED that this Council expresses its appreciation for the donation
<br /> of the Psychiatric Clinic building on Effingham Street and the other assets of the Corporation
<br /> B~ IT EURT~IER RESOLVED, that this resolution be spread upon the minutes of the City
<br /> Council and that a cepy be presented to %he Chairman of the Portsmouth Area Mental Health
<br /> Center, Inc."

<br /> 75-355 The following ordinance, approved on first reading at regular meeting of August

<br />"AN ORDINANCE TO APPROPRIATE $57,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />CONSTRUCTION OF TENNIS AND BASKETBALL COURTS AT THE PARK VIEW PLAYGROUND."
<br />
<br /> The City Manager presented a report, as requested at the previous meeting, September 9,
<br />1975, on the item of tennis courts,and requested the appropriation be increased to $64,908.
<br />
<br /> Motion of Mr. Blliot~tand seconded by Mr. Holley, to concur in the recommendation of
