Tayloe, Jr., City Attorney. <br /> <br />The Rev. Francis J. Dalton, Pastor, Community United Methodist Church, <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> were present: I <br />Jr. ,James W. M. <br /> <br />opened the meeting <br /> <br />and seconded by Mr. <br /> <br />Elliott, minutes of the regular meeting of <br />was adopted by unanimous vote. <br /> <br /> Advisory Council, Port Norfolk Elementary <br /> <br />that our city has <br /> <br /> Motion of Mr. Wentz, <br />October 28, 1975, to be approved as rec6ived, 74-483[a) <br /> Pamela Clark, Student and Vice President of Student <br />School, presented the following ~e$~age: <br /> <br /> "The students of Port Norfolk School are very proud <br />twenty finalists for the All-America C,ities Award. <br /> <br />been chosen o~ecof <br /> <br />busy~on a project that <br /> <br /> When our Student Advisory Council heard this exciting news we got <br />we hope will please you. <br /> Our Advisory Council has designed and made Bicentennial corsages for our All-America Ci- <br />ties Team who will represent us in Chicago. We hope you will enjoy wearing them as much as <br />we enjoyed making them. <br /> Also as part of this project, our students wrote poems, songs, stories, and drew pictures <br />about Portsmouth and we put them together into a ~crapbook. <br /> One of the songs in the scrapbook was written by Charlene Morris and th~ students in <br /> Bartlett's 6th Grade and Mayor Davis with your permission, we would like to sing it for <br /> <br />Mr s · <br />you. <br /> <br /> When you g0~to Chicago, Mayor Davis, we hope you'll bring home th~a-~ward making Ports- <br />mouth the All-American City." <br /> <br /> A group of students of Port Norfolk Elementary School rendered a_seleetion commemorating <br />the city for the AlI:-America Cities competition. The students also furnished boutonnieres <br />for all the members of the All-America' CitiesSteering Committee. <br /> <br /> Mayor Davis thanked the students for an outstanding presentation, boutonnieres and color- <br />ful scrapbook. <br /> <br /> Mayor Davis read the following letter:from ~a~vm W. Wallace, Pres~mt, Port Norfolk <br />CivicLLeague: <br /> <br /> "The Port Norfolk Civic League is delighted with the tribute paid our City by being <br />selected as one of the twenty finalist for the All-America Cities:'~ward. <br /> <br /> We commend the leadership of our city government for their encouragement of citizen <br />participation and their responsiveness to citizen action. <br /> Please extend our congratulations to the Steering Committee which prepared our applicatio] <br /> for the All-America CitiesAward and accept our best wishes for continued success in Chicago." <br /> <br /> The Mayor thanked the Port Norfolk Civic League ~,~emremn~e~-~an~c{~m~wms~es. <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 75-459 <br />October ~8, 1975, was taken up and read: <br /> <br />- The following ordinance approved on first reading at the regular meeting of <br /> <br />"AN ORDINANCE TO APPROPRIATE $245,000 FROM THE CAPITAL <br />CONSTRUCTION OF THE PORT NORFOLK FIRE STATIO . <br /> <br />IMPROVEMENT FUND FOR <br /> <br />Wentz and seconded by Mr. Early, the ordinance was adopted, and by the <br /> <br /> On motion of Mr. <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, 0ast, Wentz, Davis <br />Nays: None <br /> <br />Wentz and seconded by Mr. Holley~ the contract berawarded to G.
