<br />At a regular meeting of the City Council held on Novembe~ 25, 1975, there were present:

<br /> Mayor Davis opened the meeting with prayer, followed by the Pledge of Allegiance
<br />to the Flag;
<br />
<br />Mayor Davis welcomed all visitors in attendance.

<br /> Motion of Mr. Wentz and seconded by Mr. Barnes, the minutes of the regular meeting of
<br />November 11, 1975, to be approved as received, was adopted by unanimous vote.
<br />
<br /> g$-$~ - Mayor Davis presented the "Key to the City" to Miss Ashley Ann Swint,
<br />"PortsmOuth ~rea's Junior Miss, 1976".
<br />
<br /> 75-511 - Mayor Davis presented resolutions to the following members of the Steering
<br />Committee for the All-America Cities Award~and certain employees of the Parks Department:

<br /> The City Manager presented report from the Director of Parks and Recreation concerning
<br />informat~on on recreation areas, their types, maintenance and responsibility for maintenance.
<br />
<br /> Motion of Mr. Holley and seconded by Mr. Wentz, to suspend the rules for ~$~,x~,~
<br />Cox, Sr., 1402 Gust Lane, representing the United Civic League, to speak, was adopted by
<br />unanimous vote.
<br />
<br />Mr. Cox spoke. (See Exhibit 75-521)

<br />Motion of Mr. Ell]orr and seconded by Mr. Holley, that the City Manager investigate the
<br />feasibility of purchasing the eleven acres or any other land that can be used for recreation
<br />and/or for school sites; also and/or obtain a 30-day option to document the price and need,
<br />and a report be furnished, was adopted by unanimous vote.

<br />75-512 Public Hearing Charter Changes
<br />
<br /> George R. Walker, 1749 Spratley Street, spoke requesting a substitute resolution asking
<br />General ~Rsembly to appeal the original charter change on the direct election of Mayor.
<br />

<br />The citizens have decided by referendum that the election of the Mayor shall
<br />~ by the people.
<br />It appears there is sentiment to fill any vacancy created by a~member of the
<br />City Council resigning to run for Mayor by an election of the people, rather
<br />than by the,Council. ~-~
<br />It should follow that the people should have a voice in deciding othe~
<br />vacancies and other positions on the Council (this is done in other cities
<br />in Virginia).
<br />The Vice Mayor would be the person receiving the highest number of votes in
<br />the preceding election for each two year term.
<br />If Mayor vacates office for any reason, Vice Mayor shall become Mayor until
<br />the next election. The balance of the Mayor's term would then be filled
<br />by the people.
<br />If Vice Mayor moves into the Mayor's spot, the Councilman receiving the next
<br />highest ~otes in preceding election moves into the Vice Mayor's spot for the
<br />~alance of that term.
