The balance of the report relates to definitions <br />of platoons, tours of duty, and manning by rank for a S6-hour work week. <br /> <br /> I have included for your information a reprint of a report entitled "Fire Duty <br />Schedules and Staffing." This information is being furnished in order to afford you t~e <br />basic knowledge and understanding of ~ fire duty cycle and proposed schematics for various <br />schedules. This report is based on c~lculations of positions ~equired for staffing for fire <br />suppression derived from a Management Information Service report formula and compared to <br />the current manning now being utilized within the Fire Department. These calculations and <br />the position shortages indicated are based on the City's current level of fire suppression <br />service. No attempt has been made to validate manning requirements either in regard to <br />staffing or rank. In order to validate these calculations, more in-depth study would be <br />required taking into consideration different manning cycles (24-hour duty tours), job classifi- <br />cations and assignment to positions necessary to maintain the current level of fire suppressl <br /> <br /> The report outlines the fact that a Captain, Lieutenant, and 2 Firefighters make up <br />an Engine Company, and a Captain, Lieutenant, and 3 Firefighters make up a Truck Company. <br />Therefore, in a fire station where an Engine and a Truck Company are located, the personnel <br />complement will be 2 Captains, 2 Lieutenants, and 5 Firefighters. It would appear to me <br />that in an instance where one Captain was not on duty that the Lieutenant should be required <br />to serve in a Captain slot acting as a junior officer which is indicative by his position <br />of Lieutenant. I would also like to point out that the Lieutenant, Grade 19 in our Classific <br />tion and Pay Plan, is well above the supervisory level for most other departments and the <br />Sergeant position in the Police Department having the same grade classification is considered <br />a supervisory employee. <br /> <br /> The last item I would like to point out is outlined on Page 3 of the report which shows <br />the average daily wage for Captain at $59.31 versus that for a Lieutenant which is $55.74. <br />This would indicate that the pay for either position is in line and that only the job descrip <br />tion requiring Lieutenants to act as supervisory personnel would alleviate much of the workin <br />out of classification that now exists. This report is submitted for your information as <br />previously requested." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, to be received as information, was <br />adopted by unanimous vote. <br /> <br /> 75-544 "Consideration of a resolution supporting the amendment of the Virginia <br />Freedom of Information Act to provide for application of the act to deliberations of <br />standing and other committees of the General Assembly of Virginia." <br /> <br /> ~nt~otion of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION SUPPORTING THE AMENDMENT OF THE VIRGINIA FREEDOM OF <br />INFORmaTION ACT TO PROVIDE FOR APPLICATION OF THE ACT TO DELIBERATIONS <br />OF STANDING AND OTHER COMMITTEES OF THE GENERAL ASSEMBLY OF VIRGINIA. <br /> <br /> WHEREAS, the Virginia Freedom of Information Act has served to bring about a relationshi~ <br />of open communication between the Municipal Governments of the State and the constituents <br />thereof; and, <br /> <br /> }FHEREAS, the Virginia Freedom of Information Act as presently adopted has no application <br />to the deliberations of the standing and other committees of the General Assembly of Virginia <br />except that final votes thereof shall be taken in open meetings; and, <br /> <br /> WHEREAS, the Virginia Municipal League has taken a position in support of the amendment <br />of the Virginia Freedom of Information Act to include deliberation of committees of the Vir <br />General Assembly. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the General Assembly of Virginia is urged to amend the Virginia Freedom of Information Act <br />to provide for application of the Act to deliberations of the standing and other committees <br />of the General Assembly of Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and he hereby is, directed to forward <br />copies of this resolution to The Honorable Willard J. Moody, The Honorable L. Cleaves Mannin <br />The Honorable John S. Joannou, The Honorable Joseph W.
