This recommendation for the additional Captain and Lieutenant positions would be established through the normal promotional process without any additional personnel being employed. The estimated annual cost for implementing this recommendation would be $11,252 based on the pay schedule adopted January 1, 1976. In order to offer some relief in the working out of classification during the last quarter of 1975F~,I recommend that the additional positions be authorized effective April 1, 1976. This authorization will cost approximately $2,800 for the balance of the current fiscal year and would provide the Fire Chief the opportunity of instituting the ~floater~ system immediately in order to impact on the assigrnnent out of classification that now exists. This authorization together with the proposed 2-platoon system to be effective July 16 should eliminate the assignment out of classification within the Fire Department. I am also requesting that the Personnel Office, along with the Fire Department management review and update the class specifications and position descriptions for the Fire Department. This study should be looked at in the context of supervisory positions and appropriate duties assigned for the position." Hester and William Dreitlein to the Commission, was adopted by unanimous vote. Motion of Mr. Wentz and seconded by Mr. Barnes, to go into the election of a member to the Museum and Fine Arts Commission, was adopted by unanimous vote. Mr. Wentz nominated Ms. Barbara S. Walton. Motion of Mr. Barnes and seconded by Mr~ Elliott, to close nominations, Ms. Walton was elected to serve an unexpired term on. the Museum and ~ine Arts CommissiOn, expiring November 1, 1977, was adopted by unanimous vote. 76-132 Motion of Mr. Elliott and seconded by Mr. Wentz, that the Council meetfin an executive session prior to the next regularly scheduled Council meeting for the purpose of: (1) Discussing appointments to Boards and Commissions. (2) Discussing the disposition of City proper~y.
