May 25, 1999 (a) The group housing project six condominium residential units constructed in accordance with the floorplans, elevations, and landscaping plan submitted to and on file in the Office of Planning Services. The Director of Community Quality and Planning Services may approve minor modifications to the plans (b) The heat/air conditioning units shall be screened from public view via landscaping or fencing approved by the Director of Community Quality and Planning Services. (c) The applicant and any successor in interest shall comply with all applicable statutes, ordinances and regulations of federal, state and local governments and shall obtain and maintain in effect all required permits. (d) All taxes owed on or in connection with the subject property shall be paid when due. 3. EXPIRATION OF PERMIT: Unless extended as provided under Section 40- 115 of the Code of the City of Portsmouth, Virginia (1988), the group housing use permit shall expire for any portion of the approved project for which building permits have not been issued if the applicant fails to apply for all building permits for the entire project within one year of the adoption of this resolution. 4. REVOCATION OF PERMIT: Violation of any of the above conditions may serve as grounds for revocation of the permit by the City Council." 99-111(d): "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT (GHP-99-02) TO CONSTRUCT 28 SINGLE-FAMILY DETACHED, 26 DUPLEX, 12 TRIPLEX, AND 30 APARTMENT RESIDENTIAL UNITS IN THE 900-1200 BLOCKS OF SOUTH STREET. WHEREAS, the applicant, Portsmouth Redevelopment and Housing Authority, owner of the subject property, has made application pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and granting of a group housing permit to construct 28 single-family detached, 26 duplex, 12 triplex, and 30 apartment residential units in the 900-1200 blocks of South Street, Portsmouth, Virginia, more particularly described as follows: GHP-99-02 Beginning at the southwestern intersection of Pines Crescent (formerly Thomas Circle) and South Street, thence south approximately 127 feet along the western right-of-way line of Pines Crescent to a point; thence west approximately 85 feet to a point; thence southwest approximately 27 feet to a point; thence west approximately 105 feet to a point; thence southwest approximately 37 feet to a point; thence north approximately 100 feet along the eastern right-of-way line of Apple Street to a point; thence east approximately 242 feet along the southern right-of-way line of South Street to the point of beginning. Beginning at the southwestern intersection of Apple Street and South Street thence south approximately 117 feet along the western right-of-way line of Apple Street to a point; thence southwest approximately 15 feet to a point; thence west approximately 70 feet to a point; thence southwest approximately 25 feet to a point; thence west approximately 105 feet to a point; thence southwest approximately 35 feet to a point; thence north approximately 92 feet along the eastern right-of-way line of Pines Crescent to a point; thence east approximately 240 feet along the southern right-of-way line of South Street to the point of beginning.
