<br />At the Public Hearing meeting of City Council held on June 7, 1976, there were present:

<br /> Mayor Davis welcomed all visitors in attendance and khe Pledge of Allegiance to the

<br /> 76-133 - The following petition deferred from Public Hearing meeting of April 12, 1976,
<br />and referred back to the Planning Commission on April 27, 1976, was presented:

<br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was approved
<br />on first reading, and hy unanimous vote:

<br /> 76-207 Public Hearing on rezoning, use permit applications, a revision of the W-1
<br />Waterfront Zoning District, an amendment of the Comprehensive Plan, and a proposed systemati~

<br />(b) Use Permit 76-3 Petition of Portsmouth Psychiatric Center, Inc.
<br />
<br /> On moiion of Mr. Oast and seconded by Mr.

<br />(1) The storage shed seems ill-kept, has no relationship to the parking lot and
<br /> should be removed;
<br />

<br />In a residential area zoned, and in a renewal conservation residential area,
<br />it seems ill-advised to authorize black-top pavement right up to a property
<br />line; it ought to be drawn back for a distance of at least two fact; and
<br />
<br />(3)
<br />
<br />A chain link fence with aluminum slats is not exactly what our staff would
<br />recommend for the first approval of these new Zoning Ordinance provisions;
<br />rather the staff recommends that in addition to the aluminum latticing, a
<br />hardy evergreen vine be planted ~n the area proposed for seeding located be-
<br />tween the fence and the sidewalk, and that this planting bed be continued
<br />so as to screen the entire length of the chain link fence including the north
<br />and west property lines.

<br />(c) Use Permit 76-4 Petition of Southland Corporation
<br />
<br /> Motion of Mr. Hollsy and seconded by Mr. Early, the petition be denied, was adopted by
<br />the following vote:

<br />BY AMENDING AND REORDAINING SECTION 40-81 THEREOF PERTAINING TO ZONING,
<br />WATERFRONT W-1 DISTRICT USES."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING AND REORDAINING SECTION 40-139 THEREOF PERTAINING TO WATERFRONT
<br />W-1 DISTRICT DIMENSIONAL REQUIREMENTS AND SIGN REQUIREMENTS."
