3.80 <br /> <br /> The City Planning Commission at its regularly scheduled meeting on June 1, 1976, recom- <br />mended approval of the site plan for a group housing project referred to as London Oaks. <br />The applicant proposes to construct 296 rental housing units on a 125 acre site between High <br />Street, Virginia Avenue, London Boulevard and Mt. Vernon Avenue. The City Manager recommends <br />approval of the group housing project; subject to the developer complying with the agreements <br /> letter dated June 15, 1976. A copy of the letter is <br /> <br />outlined in the Planning Commission's <br />attached for your information." (See Exhibit 76-~48) <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, <br />and by the following vote: <br /> <br /> the following resolution was adopted, <br /> <br /> "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING PROJECT PURSUANT TO SECTION <br /> 40-5S OF THE CODE OF THE CITY OF PORTSMOUTH, 1973, AS AMENDED, SUCH PROJECT BEING <br /> KNOWN AS LONDON OAKS AND DESIGNATED AS GHP-76-1. <br /> WHEREAS, Fralin and Waldron of Roanoke, Virginia, and its agent, Mills, Obenchain and Oliver, <br />Inc. of Blacksburg, Virginia, have made application pursuant to Section 40-S5 of the Code <br />of the City of Portsmouth, Virginia, 1973, as amended, for the granting and approval for a <br />group housing project known as London Oaks (GHP-76-1); and <br /> WHEREAS, the application for same has been determined by the Planning Commission to have <br />met the requirements of Section 40-SS except as hereinafter stated; and <br /> WHEREAS, the Planning Commission has reviewed such application and the ~site plans submitt d <br />therewith and has recommended approval of said application subject to the conditions hereinafter <br />stated; and <br /> WHEREAS, the developer has been informed that approval of a group housing project pursuan. <br /> said Section 40-SS of the Code of the City of Portsmouth grants only an exemption from certLin <br />~~%i~;r~maents for residences as stated in said Section 40-5S and does not constitut <br /> a waiver of any other requirements embodied in the Subdivision Ordinance, the Zoning Ordinance <br /> the Code of the City of Portsmouth and any other applicable state or federal laws; and <br /> WHEREAS, the developer is aware that building permits and/or any other required permit <br /> will be issued only upon compliance with ordinances or laws applicable thereto. <br /> NOW, THEREFORE, BB IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br /> that certain group housing project known as London Oaks and designated as GHP-?6-1 and more <br /> specifically shown on a plat entitled, "London Oaks, Portsmouth, Virginia", dated April 9, <br /> 1976, prepared by Mills, Obenchain and Oliver, Inc. and attached hereto and made a part hereof <br /> is hereby granted approval subject to the following conditions: <br /> (1) Adequate buffer screens be provided around the perimeter of the property to shield <br /> residents from adjacent thoroughfares and commercial and industrial operations. <br /> (2) That all of the recreational and emnitias presented on the group housing plans <br /> subject for approval be provided and that the Portsmouth Redevelopment ~ Housing Authority <br /> carry through its plan to provide a five (5) acre parcel for use by the Portsmouth Recreation <br /> Department in developing a recreational center on a site south of the proposed apartment <br /> project in the Mt. Hermon renewal area. <br /> ($) That existing hardwood trees now on site be preserved and protected during construc~ <br /> tion for future residents of the apartments to enjoy. <br /> (4) That a storm drainage system be installed to insure adequate drainage of storm <br /> water from the site. The City Manager recommends adoptien." <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OP REESE DRIVE SOUTH <br /> OF NOTTINGHAM CONDOMINIUM. (S-76-13) <br /> WHEREAS, Nottingham Homes, Ltd. has made application to vacate and close the hereinafter <br />described portion of a certain street, and it appearing that the notice of the publication <br />and request for appointment of viewers was duly posted June 9, t976, on the bulletin board <br />of the Circuit Court of the City of-Portsmouth~ the bulletin board of the Council Chambers <br />of <br />of <br /> <br />the City of Portsmouth and the bulletin board of the General District Court, Civil:Division <br />the City of Portsmouth, Virginia. <br /> <br /> <br />
