July 24, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 24, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager H. Timothy Little, City Attorney Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on July 10, 2001, and a Regular Meeting on July 10, 2001, and was <br />adopted by unanimous vote. <br /> <br />01 - 220 - Presentations: <br /> <br />Proclamation presented to Chief Cooke, Betty Wright and Reggie Allen for "National <br />Night Out". <br /> <br />Presentation to Mayor Holley by Wendell Braxton, Executive Director, Tidewater <br />Regional Minority Purchasing Council, of the "Corporate Cup of the Month". <br /> <br />- Public Hearing - <br /> <br />01 - 205 - Public hearing on a street closure application: <br /> <br />(f) S-01-06 <br /> <br />LONG POINT NEIGHBORHOOD - Ordinance granting the request <br />of David R. Clark for the closure of that portion of Breakwater Drive <br />east of Flagship Way. The Comprehensive Plan encourages the <br />closure of unneeded rights-of-way that do not have traffic or land <br />access functions. Deferred from the July 10, 2001 City Council <br />meeting. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF BREAKWATER <br />DRIVE LOCATED EAST OF FLAGSHIP WAY." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br />01 - 205 - Use permit applications: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolutions, approved at the July 10, 2001 meeting, and was adopted by the following <br />vote: <br /> <br />01-205(b): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO JORGE A. MACIAS FOR THE <br />OPERATION OF A RESTAURANT AT 4010 GEORGE WASHINGTON HIGHWAY. <br /> <br /> WHEREAS, Jorge A. Macias, has made application pursuant to Section 40-43.1 <br />of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to <br />operate a restaurant at 4010 George Washington Highway, Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br /> <br />
