105 <br /> <br />Becember 14: 1~76 <br /> <br /> 76-500 The five year plan report submitted by the Parks and <br />to be deferred to the second meeting in January, t977 (January 25), <br />vote. <br /> <br />Recreation Commission <br />was adopted by unanimous <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 76-514 "Consideration of an ordinance on first reading to appropriate $4,500 from the <br />Federal Grants Fund for the purchase of a trained dog and other equipment for the BombDetectic <br />Program for the Portsmouth Police Department. <br /> <br /> This appropriation will provide the necessary funds to enable the Police Department to <br />purchase a bomb detection dog, and to provide training for his handler. During 1975 there <br />were 75 bomb threats in Portsmouth Which required over 1,000 man-hours to investigate. Use <br />of the trained dog is designed to reduce the amount of time police officers now spend investi- <br />gating threats. Of the total allocation $4,275 represents Federal funding and $225 ret <br />the required local match. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,500 FROM THE FEDERAL GRANTS ~UND FOR THE <br />PURCHASE OF A TRAINED DOG AND OTHER EQUIPMENT FOR THE BOMB DETECTION PROGRAM." <br /> <br /> 76-515 "Consideration of an ordinance on first reading to appropriate $31,100 from the <br />Federal Grants Fund for the continuation of the Senior Citizens Coordinator and the Homemaker <br />Health-Aide Services under the Aging Services Program for the City of Portsmouth. <br /> <br /> This appropriation will provide the necessary funds to continue the Senior Citizens Coord <br />nator and the Homemaker Health-Ai&e Service for the third year and to develop a Dental Care <br />Program. The coordinator serves as the official corrdinator between all agencies, both public <br />and private, who provide services and programs for persons age 60 and over in the City of <br />Portsmouth. The Homemaker Health-Aide Service provides homemaker health-aide service for <br />persons over 60 years of age beyond the 30 day period covered by the United Communities Fund. <br />The City of Portsmouth does not provide full dental service (making and fitting of dentures) <br />for persons sixty years of age and over. This appropriation will enable the City to explore <br />the feasibility of developing a dental program for the elderly. The entire appropriation re- <br />presents Federal funding with no local cash-match required. Specific program funding levels <br />are as follows: Senior Citizens Coordinator - $16,030.00; Homemaker Health-Aide - $12,070.00 <br />and Dental Care Services $3,000.00 for a total of $31,100.00. The City Manager recommends <br />adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by 5-1 (Holley-abstaining) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $31,100 FROM <br />CONTINUING OF SENIOR CITIZENS COORDINATOR <br />SERVICES UNDER THE AGING SERVICES PROGRAM <br /> <br />THE FEDERAL GRANTS FUND FOR THE <br />AND THE HOMEMAKERS HEALTH AIDE <br />FOR THE CITY OF PORTSMOUTH." <br /> <br /> 76-516 "Consideration of an ordinance on first reading to appropriate $156,365 from th( <br />Federal Grants Fund for the continuation of the Portsmouth Methadone Treatment and Rehabili- <br />tation Program for a fourth year. <br /> <br /> This appropriation will provide the necessary funds to operate the Methadone Program <br />for a fourth year. The objectives of the program are to reduce the incidence of drug related <br />crime and the number of drug related deaths and illnesses. The program has maintained a case <br />load of 10S persons during this program year and anticipates an increase during the next <br />year. Of the total allocation $28,583 represents Federal funding; $84,000 represents funding <br />from the State Health Department; $11,375 is contributed by the National Institute for Drug <br />Abuse; and $32,407 is the required local match. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $156,365'FROM-THE FE~ERAL-GRANT8 FUND-FO~ <br />CONT~k~dAT~ON ~OF~T~E~ PORTSMOUTH METHADONE TREATMENT AND REHABILITATION PROGRAM FOR <br />THE FOURTH YEAR." <br /> <br /> 76-517 "Consideration of an ordinance on first reading to appropriate $35,000 from the <br />Capital Improvement Fund for the purchase of 2.21 acres of open space mn Cavalier Manor. <br /> <br /> This appropriation will provide the necessary funds to purchase the approximately 2.2 <br />acres of open space land adjacent to the Recreation Center and the proposed gymnasium now <br />under construction in the Cavalier Manor neighborhood. City Council previously authorized <br />my office to have the property appraised in order to establish f&ir market value. The ap- <br />praisal for the 2.21 acres is $33,600. The balance of this appropriation will be used to pay <br />for costs and fees incurred in completing the appraisal. There is $150,000 in the 1976-77 <br />Capital Improvements Program for the purchase of open space. This appropriation will be <br />funded from this category.
