City Manager presented the following recommmendations:

"In reference to the proposed Charter changes which were subject to public hearing
at our last Council meeting, I would like to make the following recommendations:

(A) That the position of High Constable remain in the City Charter as a position
to be appointed by the City Council.

(B)

%his position is very interrelated with the courts ~nd justice systems.
~herefore, I feel it very apppopriate for this position to continue as an
appointed position by the City Council. However, I do feel that language
related to financial operations 'of the office should be included outlining
the responsibilities of the office, accounting procedures to be utilized,
as well as reports on a periodic basis.

That the position of Delinquent Tax Collector be deleted from the Charter
as an appointed position by the City Council. The deletion of this specific
language from the Charter will make this position subject to appointment
by the City Manager.
