<br />At a regular meeting, of the City Council, held on January 11, 1977, there were present:
<br />
<br />Richard J. Davis, Archie Elliott, Jr., James W. Holley, Edward L. east, Jr.,
<br />R. T. Williams, City Manager, Gordon B. TaYloe, Jr., City Attorney.
<br />
<br />Absent: Jack P. Barnes, E. Saunders Early, Jr,, Robert W. Wentz, Jr.
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Rev. Melvin Hester, Pastor of Simonsdale Presbyterian Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Elliott and seconded by Mr. Holley, minutes of the called meeting of
<br />December 14, 1976; minutes of the regular meeting of December 14, 1976; minutes of the called
<br />meeting of December 22,~1976, to ~e approved as received, was adopted by unanimous vote.
<br />
<br /> 77-1(a) - Mayor Davis presented Certificates of Appreciation to Mr. Troy H. F. King,
<br />former member of Board of Examination of Plumbers, and Mrs. Marie S. Harrison, former member
<br />of Mental Health/Mental Retardation Services Board, commendingthem for their services while
<br />serving on said Board.

<br />- UNFINISHED BUSINESS -
<br />
<br /> 76-510(c) - The following Zoning Amendment Ordinance, deferred from Public Hearing
<br />meeting of December 6, 1976, was presented:
<br />
<br /> Z 76-25 - PetitiOn of Harvey & Elizabeth S. Kneads, George M. Rose and Woodrow & Ruth
<br /> Smith.
<br />
<br />The City Manager presented the following report:
<br />
<br /> "~ am enclosing for your information a copy of a report requested from the Planning
<br /> Director concerning the rezoning petition Z-76-25 relative to Portsmouth Boulevard.
<br /> In view of the information outlined in the report and the fact that the data presented
<br />at the Council meeting has been updated based on current use, it is my recommendation
<br />that the City Council concur with the recommendations of the Planning
<br />
<br /> As outlined in the report from Mr. Moore, you will note that there-is approximately
<br />2,300 feet zoned for office purposes; but, less than 1,400 feet has been developed for
<br />that purpose. Also, the Boulevard has 4,300 feet of frontage that is zoned for neighborhood
<br />business; but, less than 3,300 feet are developed for this purpose. There is also 4,100
<br />feet zoned for highway commerce; but, less than 2,300 feet has been developed for this
<br />purpose.
<br />
<br /> It would appear to me that no additional OR (office or commercial) zoning is needed
<br />until there appears to be a demand for use of that prop~r~ wh~h~m-~¥ been zoned
<br />for these specific purposes. Also, it was determined after further investigation that
<br />the proposed use of the properties included in the rezoning petition would require ingress
<br />and egress from Mayflower Road, which in my opinion would further increase the commercial
<br />traffic into the residential neighborhood over projections as outlined by the petitioner."
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Holley, to concur in the recommendation of the
<br />Planning Commission, petition to be denied.
<br />
<br /> Substitute motion of Mr. Elliott and seconded by Mr. Holley, the matter to be deferred
<br />to the next regular meeting (January 25, 1977),~was adopted by unanimous vote.
<br />
<br /> 76o514 - The following ordinance approved on first reading at the meeting of December
<br />14, 1976, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $4,500 FROM THE FEDERAL GRANTS FUND FOR THE
<br />PURCHASE OF A TRAINED DOG AND OTHER EQUIPMENT FOR THE BOMB DETECTION PROGRAm4."
<br />
<br /> On motiOn of Mr. Elliott and seconded by Mr. Holley, the ordinance was adopted, and by
<br />the following vote:
<br />
<br />Ayes: Elliott, Holley, east, Davis
<br />Nays: None
<br />
<br /> 76-515 - The following ordinance approved on first reading at the regular meeting of
<br />December 14, 1976, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $31,100 FROM THE FEDERAL GRANTS FUND FOR THE
<br />CONTINUING OF SENIOR CITIZENS COORDINATOR AND THE HOMEmaKERS HEALTH AIDE
<br />SERVICES UNDER THE AGING SERVICES PROGRAM FOR THE CITY OF PORTSMOUTH."
<br />
<br /> On mOtion of Mr. Oast and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:
