126 <br /> <br />January 2~, 1977 <br /> <br />~: .I want to assure you that the above negotiations have not significantly delayed ~he. <br />construction of the system in Portsmouth, because several months ago Cox moved a resident <br />manager and resident engimeer to Tidewater, a~d ~hey have been working Steadily preparing <br />for construction to begin in April of this year. The system should be activated within one <br />year after construction begins. <br /> <br /> I further want to assure you that the new agreement reached by the parties will in no <br />way affect our franchise existing with ~he City of Portsmouth, but should expedite the begin- <br />ning of construction of a Cable TV system in Portsmouth and make for a better operation in our <br />City." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, ~o be received as information, was <br />adopted by unanimous vote. <br /> <br /> 77-33 - Motion of Mr. Oast and seconded by Mr. Wentz, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE PORTSMOUTH REPRESENTATIVES TO THE GENEP~L <br />ASSEMBLY TO SUPPORT A ONE PERCENT (1%) INCREASE IN THE SALES TAX, SUCH <br />FUNDS TO BE DISTRIBUTED TO LOCAL GOVERN~IENTS. <br /> <br /> WHEREAS, several bills have been introduced into the 1977 General Assembly of Virginia <br />which would add One Percent (1%) to the sales tax, such increase to be designated for local <br />governments; and <br /> <br /> WHEREAS, the Governor has proposed a reduction in expenditures of State funding to local <br />governments; and <br /> <br /> WHEREAS, it is imperative that local governments receive additional revenue to offset <br />such losses. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Portsmouth representatives to the General Assembly support proposed legislation which <br />increases the ~sates tax One Percent (1%)~'nd such increase to be designated for local governmc <br />based upon point of collection or population. This Council opposes incorporated distribution <br />of such funds under the basic school formula. <br /> <br /> BE IT FURTHER RESOLVED as an alternative to local governments receiving such entire One <br />Percent (1%) increase of sales tax, it is requested that Portsmouth representatives support <br />legislation which would give local governments a substantial portion of the increased revenue <br />therefrom." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-34 - The following letter received from Bishop Thomas E~ Talley, ~hairman, Ad Hoc <br />Committee, Interdenominational Ministers Forum of PortsmoUth & Vicinity, was presented: <br /> <br /> "Th~ Ministers Forum of Portsmouth and Vicinity with many concerned citizens hereby <br />request that you seriously consider renaming "County" Street to Martin Luther King Drive <br />beginning at Crawford Street to Confederate Avenue. <br /> <br /> We know it is not necessary at this time to cata!ogu? the many outstanding achievements <br />of Dr. King since his accomplishments are universally acclaimed; however, we would like to <br />erect some type of permanent marker at each end of the thoroughfare in ~ecognition of his <br />contributions and fame in the cause of humanity. <br /> <br /> A favorable response at your convenience shall be greatly appreciated." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Barnes, the matter to be referred to <br />Planning Commission, and was adopted by unanimous vote. <br /> <br />the <br /> <br /> 77-35 - Mayor Davis made a report regarding Montgomery-Ward refund of over-paid fm~d <br />sale tax that was referred to him at the meeting of January 11, 1977. He stated that Mont- <br />gomery-Ward contacted him and was informed that the money paid the city was not collected <br />from the people, but paid out of corporate funds, therefore, refund WouBd be in order. <br /> <br /> 77-36 ~ Councilman Holley requested that all ,railroad crossings in the city be o~served <br />to determine if they are properly~marked, due to the two recent deaths in Chesapeake.
