Riley, Jr., Pastor of Aldersgate United Methodist Church, opened the <br />meeting with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. <br />22, 1977; minutes of the regular meeting of <br />adopted by unanimous vote. <br /> <br />Barnes, minutes of the called meeting of February <br />February 22~ 1977, to be approved as received, was <br /> <br /> 77-73 Mayor Davis presented proclamation to Mr. Joseph N. Campbell, Member of the Parks <br />and Recreation Commission, declaring March 19, 1977 as Parks and Recreation Day in Portsmouth. <br /> <br /> 77-?~ Public Hearing was held jointly with the Tidewater Transportation District 'o <br />mission and the Portsmouth City Council on prpposed bus service changes. <br /> <br />Councilman Jack P. Barnes, Member of the TTDC, presided as Hearing Officer. <br /> <br />The following proposed transit changes were recommended by the City Manager: <br /> <br />"1. Generally, the first morning and last evening trips will be eliminated ~rom the <br /> following routes: <br /> <br />#41 <br />#43 <br />#44 <br />#45 <br />#46 <br />#48 <br />#5O <br /> <br />Cradock <br />Deep Creek and Westhaven <br />Rollingwood and Simonsdale <br />Victory/Cavalier Tunnel Bus [after midnight <br />River Park <br />Pughsville/Huntersville/Churchland <br />Academy Park <br /> <br />only) <br /> <br />The following specific changes are also recommended. <br />the attached map. <br /> <br />Changes are indicated on <br /> <br />#41 <br /> <br />#42 <br /> <br />Cradock: The Seventh and Lincoln Street loop will be eliminated. The recom- <br />mended route will proceed east on Portsmouth Boulevard and then north through <br />Southside via Four, Street. No headway changes are contemplated and there <br />will not be a loss i~ route mileage. Present subsidization for this route is <br />$1.28 per passenger. <br />Naval Hospital and Gilmerton: This route will be eliminated under the TTDC <br />proposal. The modification of the Cradock route will continue transit service <br />to the areas formerly served by Route #42 with the exception of the Naval Hos- <br />pital service might be continued in conjnnction with the Cradock route. If <br />such proves feasible, it will be recommended to the TTDC. Present subsidiza- <br />tion for this route is $1.13 per passenger. <br /> <br />#43 <br /> <br />Deep Creek and Westhaven: It has been recommended that service to the Chesa- <br />peake area of this route be eliminated south of the Camelot subdivision and <br />that the headway within Portsmouth be reduced from approximately sixty to nine <br />minutes. There will not be a lost of route, mileage within the Portsmouth1 <br />system. The present subsidization for this route is $0.09 per passenger. <br /> <br />#44 <br /> <br />Rollingwood/Simonsdale: The dual loop system which now exists on both sides <br />of Portsmouth Boulevard will be combined and the Airline Boulevard leg will <br />be re-~6uted~west along TurnFike Road. TTDC hopes that this change will <br />stabilize revenue and simplify schedules for this area. There will not be a <br />loss of route mileage and present headways will be adjusted to incorporate the <br />single loop mentioned above. The present subsidization for this route is $.53 <br /> 1 <br />per passenger. <br /> <br />~5 - YictoryPark/Cavalier Cove/Cavalier Manor Tunnel 3us:~ Under the proposed change <br /> all runs between the hours of 1:30 a.m. and 5:00 a.m. will be eliminated. Ther <br /> will be no loss of route mileage and the general headway w~ll not be affected. <br /> Present subsidization on this route is $.37 per passenger. <br /> <br />#46 <br /> <br />River Park: Under tha~proposed recommendation the general headway would be <br />increased from approximately 2S minutes to S0 minutes. There will- be no loss <br />in rbute mileage. Present subsidization on this route is $.41 per passenger.1 <br /> <br />#51 <br /> <br />Bowers Hill: This route will be eliminated under the propssed changes. This <br />area will s~till be served by Route #44 Rollingwood/Simonsdale which provides <br />service to both Tower Mall and the Mid-City Shopping Center. Present Subsidi- <br />zation on this route is $.03 per passenger.1 <br /> <br />#55 Greenwood Drive Express to Downtown Norfolk: This route Will be eliminated <br /> completely. Evidently service offered by routes #45, <br /> Bus,-and #54, Greenwood Drive Express to NOB/NAS, are sufficient to meet most <br /> commuter transit needs at present. Present subsidization on this route is <br /> $.83 per passenger. <br /> <br />1S <br /> ,ubsidization figures given are for Portsmouth areas of the routes only. <br /> <br /> <br />
