<br />The following reports from the City Manager were presented:

<br /> 77-170 "Consideration of an ordinance establishing certain fees for services rendered
<br />by the Police Department of the City of Portsmuuth.
<br />
<br /> This ordinance establishes fees to be charged for such items as copies of accident_report~,
<br />offense reports, gun permits, photographs, and fingerprints of applicants. The fee range for
<br />the differen~ services is from $1 for a record check on an individual with no copies to $5 for
<br />a gun purchase permit. The fees outlined in this ordinance will be charge for any service or
<br />report requested by any person or organization. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adopted on
<br />first and final reading, and by the following vote:

<br />"AN ORDINANCE ESTABLISHING CERTAIN FEES FOR SERVICES RENDERED BY THE POLICE
<br />DEPARTMENT FOR THE CITY OF PORTSMOUTH."

<br /> 77-171 "Consideration of an ordinance amending the City Code pertaining to rental in-
<br />spection fees.
<br />
<br /> This ordinance will establish a fee of ~15 for rental inspection of a dwelling or dwellin
<br />units for all initial inspections or any reinspections. A copy of a report on the Rental
<br />Inspection Program i,s attached for your information. The report verifies the success of the
<br />program since its inception on February 1, 1972; and, shows that the percentage of compliance
<br />on first inspections has increased from 74% in 1971-72 to .94.1% in 1975-76. The previous ordi
<br />nance est'ablished a fee of $10 for the first inspection and $25 for each reinspection. This
<br />ordinance will establish $15 for all inspections. The City Manager recommends adoption."

<br />Council, spoke and requested postponement of the ordinance.

<br /> Motion of Mr. Holley and seconded by Mr. Early, the matter to be deferred until June
<br />28, 1977, and was adopted by unanimous vote.

<br /> 77-172 "Consideration of an ordinance to provide for the classification of employees;
<br />to provide employee compensation, and to regulate the administration of the 1977-78 Classi-
<br />fication and Pay Plan.
<br />
<br /> This ordinance establishes the pay and grade classification for all City employees for
<br />1977-78. The pay schedule that has been incorporated as part of the Classification and Pay
<br />Plan provides for a 5% general wage increase for all classified employees to be effective
<br />September 1, 1977. The pay plan also includes a 5% cost of living increase for all retirees
<br />effective July 1, 1977. The Griffinhagen-Kroger study recommendations and title changes pre-
<br />viously discussed during our budget conference have been included in the 1977-78 classificatior.
<br />The City Manager recommends adoption."
