<br />At a regular meeting of the City Council, held on May 31, 1977, there were present:

<br /> Dr. Ray O. Jones, Pastor, Alexander Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed all visitors in attandance.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Barnes, minutes of the regular meeting of May 10,
<br />1977, to be approved as received, was adopted by unanimous vote.

<br /> 77-169 Mayor Davis presented an All-America memento to Bruce D. Arnold, Eagle Scout
<br />of Troop 258, Boy Scouts of America.

<br /> 77-150 The following ordinance approved on first reading at the regular meeting of
<br />May 10, 1977, was taken up and read:
<br />
<br />"AN ORDINANCE ~MPOSING AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1,
<br />1977, AND ENDING JUNE 30, 1978, AND ALSO FOR EACH AND EVERY FISCAL YEAR THERE-
<br />AFTER BEGINNING JULY 1 AND ENDING JUNE 30 OR EACH SUCH YEAR, UNLESS OTHERWISE
<br />CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY; AND MACHINERY
<br />AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURROSE OF RAISING
<br />REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS
<br />AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT."

<br /> AMENDING SECTION 38-77(b), PERTAINING TO CHARGES FOR TREATMENT OF SEWAGE."
