Eggleston, by Agent Marvin Goldfarb. <br /> <br />Marvin Goldfarb, Agent, representing the Knights of Pythias and the petitioner. <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, that UP 77-5 to be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(f) Zoning Petition Z 77-20 Petition of J. Brewer Moore, Planning Director for the <br /> City of Portsmouth. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on £irst reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 77-20" <br /> <br />(g) PROPOSED AMENDMENT TO ZONING ORDINANCE: <br /> <br />Sec. 40-56 Reduction of off-street parking requirements for Housing for the <br /> Elderly. <br /> <br />Dan Griffin, Architect, spoke in favor of the amendment. <br /> <br /> Harold C. Beaver, Developer, spoke and <br />contain a minimum of 60% for the elderly and <br />parking requirements. <br /> <br />that a definition of elderly housing should <br />some consideration should be given to the <br /> <br /> Motion of Mr. Early and seconded by Mr. Eltiott, to concur in the recommendation of <br />the Planning Commission of the amendment, and was adopted by unanimous vote. <br /> <br />(h) FLOOD CONTROL Revision of Section 12% of the City Code. <br /> <br /> Steven Adukaitis, Flood Insurance Specialist, Department of Housing and Urban Development <br />Regional Office, Philadelphia, Pa., spoke regarding new regulations of flood insurance. <br /> <br /> Motion of Mr. Early and seconded by Mr. Elliott, to concur in the recommendation of the <br />City Manager, that the matter to be deferred, and was adopted by unanimous vote. <br /> <br /> 76-404 (j) CP-76-4A - Consideration of an amendment to the <br />for the inclusion ~-{-the Martin Luther King Freeway (Harbor Drive <br />to 1-264. <br /> <br />Comprehensive Plan CP-76-4A <br />Freeway) from High Street <br /> <br /> John Crosby, Transportation Planner, SVPDC, presented charts showing the flow of vehicu- <br />lar traffic through the downtown and midtown tunnels. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, amendment be approved to CP-?6-4A, and <br />was adopted by unanimous vote. <br /> <br /> 77-200 - Motion of ~r.
