280 <br /> <br />September 27~ 1977 <br /> <br /> At a regular meeting of the City Council held on September 27, 1977, there were present: <br /> <br /> Richard J. Davis, Archie Elliott, Jr., James W. Holley, Edward L. Oast, Jr., <br /> Robert W. Wentz, Jr., R. T. Williams, City Manager, Cordon B. Tayloe, Jr., <br /> City Attorney. <br /> <br /> Absent: Jack P. Barnes, E. Saunders Early, Jr. <br /> <br /> Rev. C. C. Jenkins, Pastor, First Baptist Church Elm Avenue, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Oast, the minutes of the called meeting of <br />September 13, 1977 and minutes of the regular meeting of September 13, 1977, to be approved <br />as received, was adopted by unanimous vote. <br /> <br /> 77-353(a) - Mayor Davis presented an All-America memento to Dwain Lee Rodman, Eagle Scout <br />of Troop 253, Boy Scouts of America. <br /> <br /> 77-354 - Public Budget Hearing on General Revenue Sharing was held. <br /> <br /> The following citizens spoke: <br /> <br /> Peter Teig, 3307 Clover Hill Drive, representing Tidewater Child Care Association, re- <br />questing funds for the Day Care Center be-con-~i~ered. <br /> <br /> Miss Ruth Mayhall, 3435 Turnpike Road, representing Wright Memorial Church, requesting on <br />behalf of the Church and beha~of the neighborhood people, that funds for the Drop-In Center <br />be given consideration. <br /> <br /> Ms. Mary Ann Moore, 314 W. Bute Street, Norfolk, representing Girl Scout Council of <br />Greater Tidewater, requested to reconsider recommendation of funds to Drop-In Center by CAC. <br /> <br /> Mrs. Anne Long, 4439 Winchester Drive, repreaenting CAC, requested support £or the Drop- <br />In Center. <br /> <br /> Councilman Barnes arrived to the meeting at 7:50 p.m. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, that ~dler I~am 77-355 request for <br />recreational equipment for the ~enter be addressed, ~s adopted by unanimou~ ~ote. <br /> <br /> UNFINISHED BUSINESS <br /> <br /> The following ordinance deferred from the meeting of August 9, 1977, was taken <br /> <br /> 77-303 <br />up and read: <br /> <br />'AN ORDINANCE CLOSING THE FOLLOWING ALLEY: A 12' ALLEY BEGINNING APPROXIMATELY <br />t43' EAST OF THE SOUTHEAST CORNER OF PORTSMOUTH BOULEVARD AND MOHAWK DRIVE, SAID <br />ALLEY EXTENDING SOUTHWARD AND PERPENDICULAR TO PORTSMOUTH BOULEVARD FOR A DIS- <br />TANCE OF APPROXIMATELY 57'; THENCE EXTENDING WEST AND PARALLEL TO PORTSMOUTH <br />BOULEVARD FOR A DISTANCE OF APPROXIMATELY 75' " <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, and <br />following vote: <br /> <br /> Ayes: Barnes, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 77-334 The following ordinance approved on first reading at the regular meeting of <br />September 13, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $38,316 FROM THE GRANTS FUND TO ESTABLISH A SCHOOL <br />MAINTENANCE APPRENTICE PROGRAM OPERATED BY THE PORTSMOUTH SCHOOL BOARD." <br /> <br /> On motion of Mr. <br />following vote: <br /> <br />Wentz and seconded by Mr. Barnes, the <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Wentz, <br />Nays: None <br /> <br />ordinance was adopted, <br />Davis <br /> <br />by the <br /> <br />and by the <br /> <br /> 77-335 - The following ordinance approved on first reading at the regular meeting of <br />September 13, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $108,662 FROM THE GRANTS FUND FOR THE CONTINUATION <br />OF THE HUMAN SERVICES SYSTEM DEVELOPMENT PROJECT." <br /> <br /> On motion of Mr. <br />following vote: <br /> <br />Ayes: <br />Nays: <br /> <br />Wentz and seconded by Mr. Elliott, the ordinance was adopted, <br /> <br />Barnes, Elliott, Holley, Oast, Wentz, Davis <br />None <br /> <br />and by the <br /> <br /> <br />
