Saunders Early, Jr., Archie Elliott, Jr., <br />Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. Williams, City Manager, <br />Gordon B. Tayloe, Jr., City Attorney. <br /> <br />Absent: James W. Holley, III <br /> <br /> 77-373 - Public Hearing on proposed zoning district changes, a use permit application <br />and changes in the text of the Zoning Ordinance: <br /> <br />(a) <br /> <br />Zoning Petition Z 77-29 - Petition of the Holy Light <br /> Attorney Eric O. Moody. <br /> <br />The following citizens spoke: <br /> <br />Church of Deliverance, <br /> <br />by <br /> <br />Eric O. Moody, Attorney, representing the petitioner. <br />Rev. Samuel L. Carruth, Pastor of Holy Light Church, stated the need for the change <br />in zoning that the church may expand to reach more people(youth). <br />Dan Griffin, Architect, presented drawings of the proposed plans for the Church <br />which included a dining hall, bowling alley, library and classrooms. <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 77-29" <br /> <br />(Resolution presented <br />(b) Zoning Petition Z <br /> <br />Richard W. Stephenson, <br /> <br />to Planning Commission on file in the City Clerk's Office) <br /> <br />77-30 - Petition of Parker Fuel Oil Company, <br /> Richard W. Stephenson, Jr. <br /> Jr., Attorney, spoke for the petitioner. <br /> <br />by Attorney <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 77-30" <br /> <br />(c) Zoning Petition Z 77-31 - Petition of Mr. & Mrs. H. C. Martin, by Deborah A. <br /> King, Contract Owner. <br /> <br />Ms. Deborah King, Contract Owner, spoke in support of the petition. <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 77-31" <br /> <br />(d) Use Permit UP 77-6 , Petition of the City of Portsmouth, by Director of <br /> Public Utilities John A. HoWell, Jr. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, that:UP 77-6 to be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(f) POSSIBLE AMENDMENT OF THE ZONING ORDINANCE: "OFF STREET AUTOMOBILE PARKING" - by the <br /> Director of City Planning. <br /> <br />Section 40-45 <br /> <br />to add: "Open Space Land uses such as Agricultural Nurseries, <br />Marina's and Recreational Areas". <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to concur in the recommendation of the <br />Planning Commission, to be approved on first reading, and was adopted by unanimous vote. <br /> <br />(g) PROPOSED AMENDMENT OF THE ZONING ORDINANCE: "WATERFRONT W-1 DISTRICT DIMENSIONAL <br /> REQUIREMENTS" - by the Director of City Planning. <br /> <br />Section 40-139 <br /> <br /> MotiOn of Mr. Barnes and seconded by Mr. Elliott, to concur in the recommendation of the <br />Planning Commission, to be approved on first reading, and was adopted by unanimous vote. <br /> <br />(h) PROPOSED AMENDMENT OF OF THE ZONING ORDINANCE: "COMMERCIAL C-3 DIMENSIONAl, <br /> REQUIREMENTS"- by ~he Director of City Planning. <br /> <br />Section 40-134 <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, to concur in the recommendation of the <br />Planning Commission, to be approved on first reading, and was adopted by unanimous vote. <br /> <br /> 77-374 - ~otion of Mr. Barnes and seconded by Mr. Elliott, that the Council meet in an <br />executive session immediately following the Public Hearing on Zoning matters, this date, for <br />the purpose of discussing the fallowing items, and was adopted by the following vote: <br /> <br /> <br />
