s4o <br /> <br />December 22r 1977 <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH AUTHORIZING THE FILING <br /> OF AN APPLICATION FOR ASSISTANCE UNDER SECTION 119, TITLE I OF THE HOUSING AND <br /> CO~IUNITY DEVELOPMENT ACT OF 1977. <br /> WHEREAS, the City of Portsmouth has received a' recommendation from the Portsmouth Redevel~ <br />opment and Housing Authority with regard to the submission of~an application to the Depart- <br />merit of Housing and Urban Development for an Urban DevelOpment Action Grant under the provisions <br />of the Housing and Community DeveloPment Act of 1977; and <br /> <br /> WHEREAS, said application calls for the development of needed residential uses in accordan <br />ance with the Crawford Harbor Development Plan and the Crawford Urban Renewal Project, VA. <br />R-S3, which development has been previously endorsed by the Council; and <br /> <br /> WHEREAS, after extensive marketing and research efforts, such residential development <br />has not been forthcoming in the private marketplace, without further assistance, due to im- <br />pediments which competing suburban development and problems of inner City rebuilding present; <br />and <br /> <br /> WHEREAS, <br />has developed a successful and comprehensive housing program for <br />residents of this comm~unity; and <br /> <br />the City of Portsmouth, through the Portsmouth Redevelopment and Housing Authorit <br /> the low and moderate income <br /> <br />and income levels is both desirous and <br /> <br /> WHEREAS, an economic balance of housing types <br />necessary to maintain a viable community; and <br /> <br /> W~EREAS, this proposal is consistent with the objectives of the Urban Development ACtion <br />Grant Program and the established objectives of the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Manager, acting on behalf of the Council <br />is hereby authorized to take such actions as may be required to facilitate the approval of <br />this application, and is further authorized to enter into such agreements with the Portsmouth <br />Redevelopment and Housing Authority as may be necessary to effectuate the objectives of this <br />proposal." <br /> <br /> Ayes: Early, Ell~ott, Holley, Oast, Davis <br /> Nays: None <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following~resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH AUTHORIZING THE <br /> SUBMISSION OF AN APPLICATION UNDER SECTION 108 OF THE HOUSING AND COMMUNITY <br /> DEVELOPMENT ACT OF 1977. <br /> <br /> WHEREAS, in 1975 <br />Authority initiated a <br />City; and <br /> <br />the City of PortsmoUth and the Portsmouth Redevelopment and Housing <br />comprehensive revitalization program for the Southside area of the <br /> <br /> WHEREAS, Section 108 of the Housing and Community Development Act Of <br />Federally guaranteed loans to fund lOcal community development activities; <br /> <br />1977 makes available <br />and <br /> <br /> WHEREAS, loan assistance under the aforementioned Section 108 may be required to accelerat <br />the assemblage of property within the proposed Southside IV Redevelopment Project area for <br />industrial use Should firm development commitments be forthcoming; and <br /> <br /> WHEREAS, said proposal is consistent with the Southside General Plan"Rhd With the establis <br />Community Development objective to undertake activities to realize the upgrading of the South- <br />side community and provide jobs and training opportunities for residents of this area. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the application for Federal assistance under Section 108 of the Housing 'and Community Develop- <br />ment Act of 1977 is hereby authorized; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is empowered to file said application with <br />the Department of Housing and Urban Development." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Davis <br />Nays: None <br /> <br />On motion the meeting adjourned. <br /> <br />APPROVED <br /> <br />ed <br /> <br /> <br />
