<br />July 20, 1977 and revised October 28, 1977, a copy of which is attached hereto.

<br /> 78-34 - "Consideration of a resolution changing the City Council Meeting for Tuesday,
<br />February 14, 1978, to Tuesday, February 7, 1978, at 7:50 p.m.
<br />
<br /> This resolution will change the normal meeting date for the City Council from the second
<br />Tuesday in Eebruary to the first Tuesday. The Public Hearing which has been advertised for
<br />Mnnday, February 15th will not be hhanged. The City Manager recommends adoption."

<br /> On motion of Mr. Holley and secondedT~by Mr. Elliott, the following resolution was adopte~
<br />and by the following vote:

<br />"A RESOLUTION CHANGING THE REGULARLY SCHEDULED COUNCIL MEETING OF FEBRUARY
<br />14, 1978 TO TUESDAY, FEBRUARY ?, 1978 COIC24ENCING AT ?:$0 P. M., EASTERN
<br />STANDARD TIME.
<br />
<br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the regularly
<br />scheduled Council meeting of February 14, 1978 be changed to TUesday, February 7, 1978
<br />commencing at 7:30 P. M., Eastern Standard Time."
<br />

<br />
<br /> 78-35 - "Consideration of a resolution authorizing theCCity Man~ger to transfer a~proxi-
<br />mately 32.890 acres situate in the area of the Greenwood Drive Interchange for Interstate
<br />2.64 to the::-Commonwealth of Virginia.
<br />
<br /> The original agreement of the Virginia Department of Highways and the Federal Highway
<br />Administration required the City to provide the land necessary to construct a complete
<br />cloverleaf interchange on 1-264 for the Greenwood Drive Interchange. The cost of construct-
<br />ing and future maintenance for the interchange would become the responsibility of the State.
<br />This resolution transfers the land to the ownership of the State as per the City's previous
<br />commitment. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY
<br /> TO THE COb~IONWEALTH OF VIRGINIA, DEPARTMENT OF HIGHWAYS AND TRANSPORTATION
<br /> (GREENWOOD DRIVE INTERCHANGE).
<br />
<br /> WHEREAS, the City of Portsmouth desires to convey to the Commonwealth of Virginia,
<br />Department of Highways and Transportation, certain property more particularly described
<br />in Attachment "A" which is made a part hereof; and
<br />
<br /> WHEREAS, said property is no longer needed by the City of Portsmouth and the same
<br />hereby is, declared to be surplus; and
<br />
<br /> WHEREAS, the Commonwealth of Virginia, Department of Highways and Transportation,
<br />desires this land to be incorporated with adjoining property in the vicinity of the Greenwood
<br />Drive Interchange; and
<br />
<br /> ~EREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the
<br /> City may convey property to the Commonwealth of Virginia or any political subdivision
<br /> thereof, without advertisement and without receiving bids.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey property described in
<br />Attachment "A" to the Commonwealth of Virginia, Department of Highways And Transportation.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />complete all transactions and execute all documents incident to such conveyance."
